Farmers in Vinh Thuan commune raise shrimp on land previously used for rice cultivation.
In the vast shrimp-rice fields of Ranh Hat hamlet, Vinh Thuan commune, Mr. Le Van Liet's family is preparing and drying the land in preparation for stocking shrimp for the new season. Mr. Liet said: "My family cultivates 1.4 hectares. Last year's shrimp-rice crop was successful; after deducting expenses, the profit reached over 100 million VND. I hope this year the weather will be favorable and the harvest will be bountiful."
According to Ms. Tran Huynh Kieu Diem, a resident of Vinh Thuan commune, in addition to shrimp and rice farming, her family raises eels without mud to increase their income. "My husband and I have been raising eels for 3 years. We sold them early this past season at a price of over 80,000 VND/kg, so the profit was about 50%," Ms. Diem said.
Vinh Thuan is a predominantly agricultural commune, so the Party Committee and local government have identified agriculture as the spearhead of local economic development. According to the Vinh Thuan People's Committee, in recent years, the commune has focused on transforming the structure of crops and livestock to suit local conditions; developing high-quality rice production models and aquaculture in a safe and organic manner; promoting the application of science, technology, and synchronized mechanization in production to reduce costs and increase product value; and emphasizing the establishment of agricultural cooperatives and production groups, creating linkages from production to consumption along the value chain. As a result, by 2025, the commune's total rice production is expected to exceed the targets set in the resolution by 3.15%, vegetable production by 27%, and aquaculture production by 8%.
Simultaneously, the commune is leveraging resources to invest in infrastructure serving agricultural production, such as rural roads, irrigation, and electricity for production; while effectively integrating programs and projects to support farmers in economic development and sustainable poverty reduction. The commune is promoting investment in the construction and development of a comprehensive and modern strategic infrastructure system. By 2025, the commune will invest in 4 key projects with a total budget of 37.9 billion VND; build 49.7 km of concrete roads, 21 rural traffic bridges; dredge 7 canals; construct 10 irrigation sluices; and implement a rural road lighting model… to serve socio-economic development and people's lives.
According to Huynh Ngoc Nguyen, Chairman of the People's Committee of Vinh Thuan Commune, in 2025, despite the rapidly changing, complex, and unpredictable domestic economic situation affecting the socio-economic development of the commune, the locality strived to overcome difficulties and challenges, achieving many important goals. The socio-economic, national defense, security, and administrative reform sectors all met and exceeded the plan. Notably, the average per capita income reached 65 million VND; the growth rate of total state budget revenue reached 46%; the total value of products increased by 4.44%; the poverty rate was below 1%; and total social investment reached 420 billion VND. The commune maintained 19 criteria for new rural communes, achieved 11 out of 19 criteria for advanced new rural communes, and over 98% of households met the standards for culturally exemplary families…
According to Mr. Nguyen, building on the achievements, in 2026 the commune will focus on improving leadership capacity and effectively implementing administrative reform, using people's satisfaction as a measure in management and administration. It will strengthen investment in building essential socio-economic infrastructure to meet development requirements and improve the quality of life for the people. It will develop the collective and private economy. Attention will be paid to the comprehensive development of culture and society, caring for those who have rendered meritorious services, effectively implementing social security policies, achieving sustainable poverty reduction, improving the quality of education and healthcare, and building a cultural life at the grassroots level. National defense and security will be maintained. Strengthening the fight against crime and social evils, and protecting political security, social order, and safety… “Vinh Thuan will establish a new growth model, restructure the economy, promote industrialization and modernization with science, technology, innovation, and digital transformation as the main driving force…, creating momentum for the commune to enter a new development phase with higher enthusiasm, determination, and expectations,” Mr. Nguyen said.
