Land revenue is an important resource allocated to invest in infrastructure construction, creating momentum for socio -economic development. Therefore, since the beginning of 2023, Lao Cai Provincial People's Committee has directed relevant departments, branches, People's Committees of districts, towns and cities to promptly implement budget collection solutions, including effectively exploiting land use fee collection, proactively reviewing and creating land funds, collecting land use fee debts, etc.
However, the collection of land use fees in 2023 in the area is facing many difficulties, especially the slow progress of land auctions. The main reason is that the real estate market is sluggish, there are projects, land lots/land funds that have been announced for auction many times but no one participates, leading to low revenue.
According to statistics from the Department of Finance, as of November 24, the state budget revenue from land use fees in the province reached over 726 billion VND, reaching 36.3% of the central budget estimate, equal to 25% of the Lao Cai province budget estimate. Localities currently with high land use fee revenue are Bao Thang with 145.8% (120/174.977 billion VND), Si Ma Cai with 110.2% (6/6.610 billion VND), Van Ban with 74.5% (80/59.620 billion VND), Bac Ha with 73% (120/87.563 billion VND)... Localities with low revenue are Bat Xat district, Sa Pa town, Bao Yen district...
Currently, departments, branches, districts, towns and cities in Lao Cai have been focusing on synchronously implementing solutions to promptly and effectively exploit land revenue, associated with the implementation of financial and state budget tasks, striving to collect land use fees at the highest level of the assigned estimate.
