Science, technology, innovation and digital transformation: Key drivers for economic growth

On the morning of November 13, 2025, at the 10th session of the 15th National Assembly, the National Assembly passed a Resolution on the socio-economic development plan for 2026, with a GDP growth target of 10% or more. Notably, the Resolution clearly states that the new growth model will take science, technology, innovation and digital transformation as the main driving force for the coming period.

The Resolution clearly states that 2026 is an important year, with the 14th National Party Congress taking place, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and the first year of implementing the 5-year Socio -Economic Development Plan 2026-2030, entering an era of national development and prosperity. The priority is to promote growth on the basis of maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Accelerating the construction and synchronous completion of development institutions, promptly and thoroughly removing bottlenecks and bottlenecks, unblocking and releasing all resources; quickly stabilizing the organizational apparatus, building a streamlined, strong, efficient, effective and efficient administration.

Along with that, enhancing strategic autonomy, innovating the development model with a focus on establishing a new growth model, taking science and technology, innovation and digital transformation as the main driving force; improving productivity, quality, resilience and competitiveness of the economy.

Synchronously complete and make strong breakthroughs in building socio-economic infrastructure, effectively exploiting new development space. Focus on developing high-quality human resources; develop culture and society closely and harmoniously with economic development; prioritize ensuring social security and improving people's lives.

The National Assembly voted to pass the Resolution on the 2026 socio-economic development plan.

Resolutely and persistently fight against corruption, waste, and negativity; proactively communicate policies, "use the positive to push back the negative", "use the good to eliminate the bad"; create momentum and trust among the people; improve the effectiveness of mass mobilization work and the front to create social consensus. Consolidate and strengthen national defense and security, firmly protect independence and sovereignty; maintain political security, social order and safety; promote foreign affairs and international integration deeply, practically, and effectively.

From the general target, the specific targets are determined as follows: The growth rate of gross domestic product (GDP) strives to be 10% or more. The average GDP per capita reaches 5,400-5,500 USD. The proportion of processing and manufacturing industry in GDP reaches about 24.96%. The average growth rate of consumer price index (CPI) is about 4.5%. The average growth rate of social labor productivity is about 8.5%. The proportion of agricultural labor in the total social labor is about 25.3%. The proportion of labor with degrees and certificates reaches about 29.5%.

To realize the set goals, the National Assembly requested the Government and relevant agencies to well implement 11 key tasks and solutions, including continuing to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits; Focusing on synchronously perfecting institutions and laws, strongly innovating thinking, promoting strategic breakthroughs, and improving the effectiveness of law enforcement; Continuing to focus on perfecting regulations on the organization of the state administrative apparatus, perfecting the management and operation apparatus to serve development; Establishing a new growth model with science and technology, innovation, and digital transformation as the main driving force, promoting economic restructuring, promoting industrialization and modernization; Promoting the development of modern, high-quality human resources in priority, emerging, and high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation and digital transformation...
