Science and technology, the driving force for green energy transition

In the context of energy transition becoming a global trend, Vietnam is promoting the application of science and technology to reduce emissions, improve energy efficiency and move towards green development.

The KC.05/21-30 program implemented by the Ministry of Science and Technology plays an important role in mastering technology, promoting clean energy and supporting the country's sustainable energy transition.

Pillars of emission reduction and sustainable energy development

Over the past decade, Vietnam's energy sector has made many important strides: power generation capacity has increased sharply, renewable energy has made a breakthrough, energy efficiency has improved, and the reliability of the national power system has continuously improved.

However, inherent limitations such as high dependence on fossil fuels, high transmission and distribution losses, and uneven exploitation and use of renewable energy remain barriers to the goal of emission reduction and sustainable development.

In response to that requirement, Resolution 55-NQ/TW of the Politburo determined to develop energy “fast and sustainable, one step ahead”, associated with environmental protection, ensuring national defense and security, and using it economically and efficiently. Science and technology are therefore considered strategic spearheads, contributing to shifting the economy from dependence on fossil fuels to a clean, smart and sustainable energy model.

The Strategy for Science , Technology and Innovation Development to 2030 (Decision 569/QD-TTg dated May 11, 2022) has also included “energy technology” in the group of 10 key national research orientations, focusing on renewable energy, smart energy, advanced energy storage technology and fuel cells.

Promoting technological innovation and mastering clean energy

On that basis, the Ministry of Science and Technology approved the KC.05/21-30 Program in Decision 1217/QD-BKHCN dated July 1, 2022. The Program aims to apply and master advanced technologies in energy exploitation, production and use, improving quality, safety, reliability and efficiency throughout the value chain, from exploration, exploitation to consumption.

The program's key research directions include: Applying advanced technology in exploration, exploitation and efficient use of primary energy sources (coal, oil, natural gas) to reduce emissions and increase efficiency; Developing technology for exploitation and use of renewable energy such as solar power, wind power, biomass, and hydrogen.

At the same time, research on energy storage technology and smart grids, helping to increase stability, reduce losses and promote economic electrification; apply digital transformation and smart monitoring devices in energy production, distribution and consumption; research, design and safe operation of research nuclear reactors, and applications of radiation and radioactive isotopes in industry, agriculture, medicine and the environment.

Regarding quantitative targets, the program sets out specific requirements: at least 50% of research results are applied in practice, 20% have the potential for commercialization; 70% of technology, equipment, and products reach regional and international levels; 50% of tasks have business participation, linking research with market needs; 50% of tasks contribute to postgraduate training and development of high-quality human resources.

According to experts, in order for the KC.05/21-30 program to maximize its effectiveness, it is necessary to continue promoting the "4-house" linkage (State-Scientists-Schools-Enterprises), while focusing on mastering key technologies such as renewable energy, energy storage, smart grids and energy digitalization technology.

In addition, Vietnam needs to build green energy models suitable for the climate-economic-technical conditions in each locality for replication; perfect mechanisms and policies to encourage businesses to invest in technological innovation and commercialize research results; and promote training and communication on energy transition to raise public awareness.

The period 2021-2030 is considered a pivotal decade for Vietnam to improve its scientific and technological capacity and carry out a comprehensive energy transition. With the synchronous implementation of the KC.05/21-30 program, Vietnam is affirming its determination to master new energy technology, proactively source clean energy and aim for green, self-reliant and sustainable development.
