The Vinh - Thanh Thuy Expressway project received investment approval from the 15th National Assembly in Resolution No. 255/2025/QH15 dated December 11, 2025. The route is approximately 60km long, passing through 9 communes in Nghe An province; it will be developed with a complete 4-lane road, with land acquisition for a 6-lane road, and a total investment of approximately 23,940 billion VND.
This is a crucial component of the Hanoi-Vientiane expressway, directly connecting to the Eastern North-South Expressway, the Ho Chi Minh Highway, and the national transportation infrastructure system. Upon completion, the project is expected to expand development opportunities, strengthen regional connectivity, promote trade, tourism, logistics, attract investment, and enhance the competitiveness of the North Central region.

Immediately after the National Assembly approved the investment plan, under the direction of the Government, the Prime Minister, and with the support of central ministries and agencies, Nghe An province promptly implemented investment preparation, land clearance, resettlement, and completed related procedures to ensure that the project could commence as planned.
The Nghe An Provincial Party Committee has established a Steering Committee for key projects, chaired by the Provincial Party Secretary; mobilizing the synchronized participation of the entire political system to overcome difficulties and accelerate project implementation, especially in land clearance and resettlement.
Speaking at the ceremony, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An acknowledged and thanked the Central Government for its leadership and guidance; the coordination of ministries and agencies; the efforts of consulting units, contractors, construction forces, and especially the consensus of the people in the project area.

Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized that the groundbreaking ceremony is an important milestone marking the beginning of the implementation of a strategic infrastructure project for the province and the region. He also requested the Government and relevant ministries and agencies to continue paying attention to and supporting the locality in overcoming difficulties related to funding, land, construction materials, and specialized procedures to ensure the project's progress.
Nghe An province is committed to continuing to focus on decisive leadership and direction; strengthening inspection and supervision; closely coordinating with ministries, sectors, localities and relevant units to organize the implementation of the project ensuring it is on schedule, of high quality, safe and effective; and striving to complete the project according to the set objectives.
At the ceremony, central and provincial leaders of Nghe An, along with other delegates, performed the groundbreaking ritual for the project.

Speaking on behalf of the consortium of contractors, General Director of Deo Ca Group Nguyen Quang Huy said that the unit had urgently mobilized manpower and equipment, surveyed the site, reviewed construction methods, and prepared the necessary conditions to implement the project immediately after the groundbreaking ceremony.

According to Nguyen Quang Huy, General Director of Deo Ca Group, the company will leverage its experience in site organization, quality control, and progress management; while also promoting the application of digitalization in project management, data management, and control of volume, quality, safety, and construction efficiency.
