The housing construction project for the People's Public Security armed forces is being implemented on an area of approximately 3,848 square meters, invested by Pearl Land Joint Stock Company. The project is the first project in Ho Chi Minh City to be implemented in accordance with Resolution No. 201/2025/QH15 of the National Assembly and Decree 192 of the Government on piloting a number of specific mechanisms and policies for the development of social housing.
According to the report of the Department of Construction and Barracks Management (Ministry of Public Security), as of September 2025, the housing demand of the People's Public Security armed forces in Ho Chi Minh City after the merger is about 9,897 units, expected to increase to 14,847 units by 2030. The early formation of specialized housing projects is an urgent requirement to ensure the lives of officers and soldiers in the context of increasingly heavy tasks.
Based on the Prime Minister 's direction, the Ministry of Public Security has coordinated with the Ho Chi Minh City People's Committee to agree to arrange 6 land plots to develop housing for officers and soldiers of the People's Public Security.

Speaking at the groundbreaking ceremony, Lieutenant General Dang Hong Duc, Deputy Minister of Public Security, said that the Ministry of Public Security is determined to build houses for police officers and soldiers in provinces and cities, especially Hanoi and Ho Chi Minh City.
According to Lieutenant General Dang Hong Duc, in order to complete the project, ensuring safety and quality, the Ministry of Public Security and the People's Committee of Ho Chi Minh City will continue to closely coordinate to complete the target of building more housing projects for the People's Public Security armed forces according to the tasks assigned by the Prime Minister. "The housing construction project for the People's Public Security armed forces on Nguyen Van Luong Street is an important first step, contributing to laying the foundation for a large-scale, systematic and sustainable housing program for the People's Public Security armed forces in the Southern region. I request the investor to immediately deploy so that the project can be completed soon. The project will be implemented with three criteria that the investor must commit to: the best quality, the most beautiful and the fastest", Lieutenant General Dang Hong Duc emphasized.

Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh informed that according to the Government's Project to develop at least 1 million social houses by 2030, Ho Chi Minh City was assigned a target of nearly 200,000 houses. This task was included in the target of the Resolution of the 1st Ho Chi Minh City Party Congress to direct its implementation.
"The housing construction project for the People's Public Security armed forces on Nguyen Van Luong Street has completed procedures in less than two months and started the project. The project construction time is 24 months, but I suggest that the investor apply modern technology to shorten the implementation time to 18 months. In the coming time, the City Party Committee, People's Committee, and People's Council will direct strongly to soon complete nearly 200 social housing units to serve low-income people and the People's Armed Forces," said Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh.
