Sectors, localities and units have implemented the form of research, study, dissemination and propaganda of documents of the Central and the province; developed specific programs and plans suitable to the functions, tasks and characteristics of each locality and unit. Promote propaganda and introduce the province's culture and arts works to a wide audience at home and abroad.

The province pays attention to investing resources for the cause of building and developing culture and arts in conjunction with the local socio-economic development programs and plans. Promote the policy of socializing culture and arts activities; encourage the connection between culture and arts development and tourism and service sectors. In particular, promote the role of folk artisans, distinguished artisans, people's artists, and distinguished artists in preserving and teaching the values ​​of traditional cultural and artistic heritage.
