Hung Yen has long been known as a land of “geomantic people”, a cultural center of the Northern Delta with a long-standing cultural tradition. Over the centuries, this land has not only preserved unique historical values but also possesses the richest treasure trove of tangible and intangible cultural heritage in the country.
This is an important foundation for the province to orient socio -economic development based on culture as an "endogenous resource", linking heritage conservation with tourism, creativity and building a sustainable community.

Culture is an important endogenous resource of development.
According to Deputy Director of the Department of Culture, Sports and Tourism of Hung Yen province, Bui Thi Luong, the province is currently preserving 3,716 relics, including 6 special national relics and relic clusters, 284 national relics and relic clusters, 884 provincial relics and 10 national treasures.
Besides tangible heritage, Hung Yen also owns 29 national intangible cultural heritages, more than 1,152 traditional festivals and 257 craft villages - numbers that show the historical depth, cultural depth and everlasting vitality of the local community.
According to Ms. Bui Thi Luong, many prominent destinations have become the brand of Hung Yen tourism such as Pho Hien, Mau Temple, Da Hoa - Da Trach Temple, Keo Pagoda, Dau An Temple, Thai Lac Pagoda, Tran Temple, Phu Ung Temple, along with the system of ancient communal houses - temples - shrines and eco-tourism and community destinations in many localities.
Not only stopping at preserving traditions, Hung Yen is promoting digital transformation in managing and introducing heritage. The application of QR codes, 360-degree tours, building digital databases, etc. are forming an important foundation for developing smart tourism, helping heritage to reach more widely to people and tourists.

Thanks to that, the province's tourism product structure is increasingly diverse: relic - festival tourism, craft village tourism, eco-resort - beach tourism, community and experiential tourism, creating a tourism ecosystem based on identity, linking culture - economy - creativity.
Identifying culture as a driving force for socio-economic development, Hung Yen has implemented many cultural creation programs associated with festival tourism, craft villages and intangible heritage. The province encourages the community to directly participate in cultural activities, both preserving traditions and creating new products suitable for the times.
Cultural communication and education programs are promoted through schools, social networks, videos, displays, exhibitions, etc. to help people, especially the young generation, access and express diverse cultures, becoming the subject of the preservation process.
The province focuses on encouraging artisans and grassroots art clubs to participate in performing and restoring traditional art forms; supporting training and fostering grassroots cultural staff; applying digital technology (AR, VR, experience apps) to create new cultural spaces, increasing interaction and attractiveness to tourists.
At the same time, Hung Yen regularly organizes traditional festivals, combining rituals with folk cultural performances; promoting craft village products such as Long Thuong bronze casting, Ban soy sauce, Dong Tao chicken... to develop cultural tourism and cultural industry.
These solutions have been bringing about clear results, contributing to raising community awareness, increasing people's cultural enjoyment and expanding opportunities to promote Hung Yen culture domestically and internationally.

Invest systematically in heritage management, protection and promotion
Along with promoting heritage values, Hung Yen focuses on restoration and embellishment work to protect relics from degradation.
On December 18, 2023, the Provincial People's Committee (old) issued Decision No. 2718/QD-UBND approving the Project to restore and embellish the Pho Hien National Special Historical and Architectural Relic Complex with a total investment of 120 billion VND, to be implemented in the period 2023-2025.
The project includes the restoration of 16 individual relics, including Tran Temple, Mau Temple, Xich Dang Temple of Literature, May Temple, An Vu Communal House, and Hien Communal House - Pagoda, to prevent degradation and promote the value of this unique relic complex.

At the same time, the province effectively implemented the Project on restoration and prevention of degradation of relics in the period of 2021-2025 (according to Decision No. 2840/QD-UBND dated November 30, 2020) with a total budget of 73 billion VND, supporting 107 relics, including 38 national relics and 69 provincial relics.
The provincial budget supports a maximum of 1 billion VND/national relic, while the district supports 500 million VND/provincial relic, the rest is mobilized from social resources.
Thanks to that, from 2021 to March 2025, the whole province has invested in renovating 210 relics with a total cost of 1,158 billion VND, including: 76 national and special national relics: over 522 billion VND; 107 provincial relics: about 568 billion VND; 27 relics in the inventory list: about 68 billion VND.

At the same time, the budget of Thai Binh province (old) - before the merger and adjustment - also allocated more than 88.5 billion VND for the restoration of many relics such as Choi Temple, Ha Dong Temple, An Co Temple, Lang Temple, Phuong Cap Temple, Tinh Xuyen Temple, Nhue Temple, and an additional 10 billion VND for the urgent restoration of 200 relics (50 million VND/relic).
Currently, Pho Hien ward is coordinating with other sectors to implement the project of Construction and Restoration of Ancient Pho Hien, creating a premise for the development of cultural and commercial tourism in the future.
In addition, the Department of Culture, Sports and Tourism of Hung Yen province is implementing the Program to preserve and promote the values of Vietnamese cultural heritage for the period 2021-2025 (Decision 2719/QD-BVHTTDL dated September 27, 2024). In 2025, the province will continue to invest in renovating 5 national relics: Dong Chung Communal House; Ngo Xa Temple - Pagoda; Co Dung Communal House; La Van Communal House - Temple - Pagoda; Cong Mieu Roc Pagoda, with a total cost of 19 billion VND.
The work of preserving, restoring and promoting heritage in Hung Yen has brought about many positive changes. These include raising public awareness of cultural values; increasing cultural enjoyment among the people, especially the youth; promoting Hung Yen culture to domestic and international friends through tourism, fairs, exhibitions, etc.

Besides, heritage also motivates the development of new types of tourism, promoting the cultural industry.
At the same time, it arouses the strong participation of the community, artisans, and art clubs in restoring, creating, and preserving traditional values.
With a systematic investment strategy, modern approach and community cooperation, Hung Yen is gradually turning cultural heritage into soft power, contributing to shaping identity, promoting green growth and sustainable tourism development.
The values preserved today are not only historical marks but also the driving force for Hung Yen to confidently step into the future, with culture as the center and foundation of long-term development.
