The celebration and Congress were held to summarize and evaluate the results of 5 years of implementing emulation movements launched by the Prime Minister and the emulation movement "Innovation and creativity in management, teaching and learning" in the period 2020 - 2025 of the Education sector; honor and express gratitude for the contributions of collectives and individuals to the cause of education and training.
At the ceremony and Congress, President Luong Cuong delivered a speech. Minister of Education and Training Nguyen Kim Son delivered a speech welcoming Vietnam Teachers' Day and the 8th Patriotic Emulation Congress of the Education Sector, launching the emulation movement of the Education Sector for the period 2025 - 2030, and interacting with representatives of typical and advanced models.
Within the framework of the celebration and Congress, the Minister of Education and Training awarded the Emulation Flag of the Ministry of Education and Training to 11 collectives with outstanding achievements, and Certificates of Merit of the Ministry of Education and Training to 12 collectives and 12 individuals representing 141 collectives and 174 individuals with outstanding achievements in the emulation movement "Innovation and creativity in management, teaching and learning" in the period 2020 - 2025 - representing more than 62,000 educational and training institutions and nearly 1.6 million teachers and educational managers nationwide.
The Congress also approved a list of 29 delegates from the Ministry of Education and Training to attend the 11th National Patriotic Emulation Congress taking place in Hanoi in December 2025.

After 5 years of implementation, the emulation movement has created a clear change in awareness and high consensus in each agency and unit. Party committees and heads of educational institutions have promoted a sense of responsibility, innovated the content, form and measures of organizing the emulation movement, suitable for the agency and unit, aroused the spirit of innovation and creativity of the team of teachers and educational managers in teaching, education, management and scientific research.
The proactive and creative spirit of students in studying, training, scientific research and starting a business is also promoted; associated with studying and following Ho Chi Minh's ideology, morality and lifestyle, making emulation movements become a driving force to successfully complete assigned tasks.

The work of popularizing and improving the quality of nurturing, caring for and educating preschool children continues to receive attention. Topics such as "building child-centered preschools", "promoting child abuse prevention", "enhancing Vietnamese on the basis of mother tongue for ethnic minority children", "English familiarization program"... have been effectively implemented. Over the past 5 years, the Education sector has completed the implementation cycle of the 2018 general education program, which has strongly shifted from knowledge-based education to developing learners' capacity. For many years, in international Olympic competitions, Vietnamese students have maintained their position in the top 10 countries with the best results worldwide. This demonstrates the efforts of the Education sector and the excellent capacity of Vietnamese students.
Higher education has made progress, many universities are present in prestigious ranking groups in the world. There have been many new training programs, new fields, especially in engineering technology. The connection between educational and training institutions with businesses and the labor market has been strengthened.
Vocational education also strengthens its connection with the labor market, training according to business needs and improving the quality of human resources. Vietnam has formed a team of teachers, vocational skills experts, and vocational skills ambassadors of national, regional and international stature.
Other notable important results include: Implementing fairness and equality in access to education; improving the quality of education in ethnic minority and mountainous areas; focusing on political education, ideology, ethics, lifestyle, life skills, national defense and security education, physical education, school sports for students, school health work, ensuring school safety; promoting the implementation of school culture building and social work, psychological counseling in schools.
Along with that, strengthen facilities to ensure the quality of education and training activities; effectively use the state budget and mobilize investment resources for education; promote digital transformation and administrative reform in education and training; proactively and actively integrate comprehensively and deeply into the international community in the field of education and training.
In the period of 2021 - 2025, training and development projects for all levels of education will continue to be effectively implemented to build a team of teachers and educational managers with quality and reasonable structure, meeting the requirements of fundamental and comprehensive innovation in education and training. The team of teachers and educational managers at all levels will be given attention in terms of both quantity and quality, basically meeting the requirements of innovation in education and training.
The Education sector identifies emulation as an important measure to successfully implement the sector's development goals and tasks, with the effect of motivating and arousing the tradition of patriotism, the spirit of solidarity, dynamism, creativity, self-reliance, self-improvement, creating new motivation and new factors in civil servants, public employees and workers in the Education sector.
