Attending the ceremony were Lieutenant General Le Minh Quang - Political Commissar of the 34th Army Corps; and leaders of units in the emulation bloc including: the 9th Division, the 10th Division, the 320th Division, the 31st Division and the Military School.
At the ceremony, Emulation Bloc No. 2 comprehensively assessed the results of its emulation activities in 2025. Accordingly, the Emulation Bloc launched a "Determined to Win" emulation movement with the theme "Democracy, solidarity, discipline, creativity, and determination to win".
The movement has been consistently, enthusiastically, and widely led, directed, and organized by Party committees and unit commanders. This has created an environment and motivation for units to successfully complete their combat readiness tasks; the quality of training and exercises has continuously improved.
In addition, the Party committees and commanders of the units have also implemented comprehensive and effective measures to build strong agencies and units in terms of politics , ideology, and organization. The awarding of commendations has been strictly implemented, focusing on the grassroots level.
At the ceremony, Emulation Bloc No. 2 launched the "Determined to Win" emulation movement for 2026, and representatives from the participating units signed an emulation agreement.
Accordingly, the units will focus on effectively implementing the emulation movement with the theme "Unity, Discipline, Breakthrough, Creativity, and Decisive Victory." At the same time, they will strengthen unity, maintain discipline, and be determined to achieve breakthroughs and innovative changes; effectively implement the "2 steadfast principles, 2 strong initiatives, and 2 preventive measures" and the "5 firm principles" to excellently fulfill their tasks.
In his directive speech, Lieutenant General Le Minh Quang acknowledged and commended the outstanding results and achievements of Emulation Bloc No. 2. He also requested that the Party committees and commanders of the units strengthen their leadership and guidance in emulation and reward work and the "Determined to Win" emulation movement.
The focus is on competing to successfully implement the "three breakthroughs," including: improving the quality of training, political education , ideological management, and promoting the cultural values of "Uncle Ho's Soldiers" in the new era; a breakthrough in improving the quality of building a regular army, managing discipline, and ensuring safety; and organizing forces for administrative reform and digital transformation, competing to improve the leadership capacity and combat strength of grassroots party organizations and the quality of cadres and party members.
