Effectively promoting links between cooperatives and enterprises

(CTO) - On the afternoon of November 28, Deputy Prime Minister Nguyen Chi Dung and Deputy Prime Minister Mai Van Chinh co-chaired the 2025 Cooperative Economic Forum, with the theme "Effective Linkage Between Cooperatives and Enterprises". The Forum was held in person and online at the People's Committees of provinces and cities across the country.

Attending the forum at Can Tho City bridge point were Mr. Tran Chi Hung, Vice Chairman of Can Tho City People's Committee and leaders of relevant departments and branches of the city.

According to the Ministry of Finance , by the end of 2025, the country will have 35,041 cooperatives and 164 cooperative unions operating in a variety of industries and fields. Of these, 27,375 cooperatives, accounting for over 78% of cooperatives nationwide, are classified as good or fair, with an average revenue of over VND 4.56 billion/cooperative/year, contributing to ensuring social security and effectively contributing to local socio-economic development.

Regarding promoting linkages between cooperatives and enterprises, up to now, the whole country has 2,412 agricultural cooperatives and 1,305 enterprises participating in projects and plans for linkage and cooperation, which have brought about many positive results, contributing to improving production capacity, product consumption, application of science and technology and expanding markets for both sides. In particular, in the new context, the linkage between cooperatives and enterprises has unlocked potential, developed a stable and sustainable market for key national products, contributing to realizing the goal of developing the collective and private economy in a sustainable direction.

At the forum, representatives of ministries, branches, scientists, businesses and typical cooperatives across the country discussed and assessed the current situation as well as pointed out bottlenecks in the linkage between cooperatives and enterprises. Specifically, the quantity and quality of linkages along the value chain between cooperatives and enterprises are still quite small, not commensurate with the existing potential; mechanisms and policies to support linkages are still limited, mainly investing in infrastructure, machinery, consulting... not linked to the requirements of green transformation and digital technology; there is a lack of specific regulations to support the development of linkage chains associated with the construction of quality agricultural raw material areas; most cooperatives, especially small-scale agricultural cooperatives, have limited internal capacity, so it is difficult to access capital, apply technology... leading to the linkage between cooperatives and enterprises through the value chain not meeting expectations. Thereby, many delegates proposed that the Government and ministries and branches implement credit support programs, train human resources, apply high technology and digital platforms to production and business activities of cooperatives; implement mechanisms and policies to encourage enterprises to cooperate with cooperatives to develop production associated with consumption, especially for key industries...

Leaders of Can Tho City People's Committee and relevant departments and branches of the city attended the Forum at Can Tho City bridge.

Speaking at the forum, Deputy Prime Minister Nguyen Chi Dung affirmed: Collective economy and private economy have a close relationship, complementing each other in the national economy, one side is the "support in the countryside", the other side is the "driving force in the market"; cooperatives play the role of a pushing factor in linking with enterprises to form value chains; enterprises play the role of a pulling factor in the production value chain linked with cooperatives. And this link helps to form a sustainable value chain, not only in agriculture but also in industry, tourism, services...

To effectively promote the linkage between enterprises and cooperatives, Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Finance and other ministries and branches to focus on reviewing, adjusting and supplementing regulations on promoting the development of collective economy and cooperatives in accordance with the new context; building policies to support enterprises participating in value chain linkages; building a digital transformation program specifically for cooperatives; building a digital farmer program; implementing preferential credit support programs for cooperatives and enterprises linked in value chains... At the same time, the business community is required to be a pioneer in linking green economy and circular economy; cooperatives need to promote the spirit of self-reliance, self-strengthening, improving management capacity, and innovating operating methods to meet market requirements in the new trend...
