It is forecasted that in the coming days, storm No. 3 may directly affect the North Central region, causing heavy to very heavy rains with the risk of flooding, landslides in mountainous areas, riverbank erosion and flooding in urban areas. Localities have quickly activated the entire storm response system, with the spirit of "not being subjective, not being passive".

In Truong Vinh ward, which is often affected by localized flooding, especially in the areas of Ben Thuy, Trung Do, Truong Thi, Vinh Tan, and Hung Hoa (old), local authorities have promptly deployed a series of measures.
According to records, on July 20, the Ward's Command Committee for Natural Disaster Prevention and Search and Rescue mobilized militia and urban regulations, coordinated with residential groups to carry out general cleaning, dredge manholes, clear water flows, and remove obstacles at Nai Bridge (Ho Tung Mau Street) and streets that are often flooded during heavy rains.

In particular, the ward leaders directly inspected the drainage system at Ben Thuy bar and the areas along Vinh river - vulnerable areas that were deeply flooded during the storm season in previous years. In addition, the people's markets and shopping areas were also required to deploy measures to brace and cover goods, ensuring the safety of people during the storm.

“We have determined that we cannot be subjective or negligent in the face of natural disasters. If we do not proactively check and clear the water beforehand, when heavy rains continue, the water will not be able to drain in time, causing severe flooding. Currently, the entire ward is ready to respond, and all flood-prone areas have specific plans,” said Mr. Nguyen Ngoc Phong, Vice Chairman of Truong Vinh Ward People's Committee.
In Thanh Vinh ward, on the afternoon of July 20, ward leaders also directly inspected storm response preparations at high-risk locations. In particular, special attention was paid to apartment buildings D2, C3, C4 (block 7, old Quang Trung ward) and Construction and Installation 8 (block 2, old Cua Nam ward), where there are many densely populated areas and many dilapidated buildings.

At these locations, the ward leaders requested a temporary halt to construction of all projects using tower cranes, high-rise scaffolding or not ensuring safety conditions during storms. At the same time, they directed the organization to review all temporary houses and residential areas along the river, and propose evacuation plans in case of strong storms or prolonged heavy rain. The inspection and dredging of drainage systems, manholes, and underground ditches were also urgently implemented by residential groups in coordination with functional forces.
In Vinh Hung ward, where many residential areas border low-lying areas, preparations were also accelerated. On July 20, the ward's Disaster Prevention and Search and Rescue Command divided into many working groups to inspect each flood-prone area, especially the residential area east of Nguyen Truong To street, Hung Dong vegetable area, and weak points in the old Nghi Kim commune...

Mr. Nguyen Van Ngoc - Vice Chairman of Vinh Hung Ward People's Committee said that after the actual survey, the working groups asked households to closely monitor the weather situation, reinforce houses, raise assets, and forces are ready to support and handle weak points. Pumping station T16 - which plays a major role in draining water for the area - has also been technically inspected to ensure smooth operation in all situations. The goal is that the safety of people's lives and property must be put first.
