Deputy Prime Minister Pham Thi Thanh Tra, Deputy Head of the Government 's Steering Committee on the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model, has just signed and issued Official Dispatch No. 174/CV-BCĐ requesting Ministers and Heads of ministerial-level agencies to focus on removing obstacles and difficulties in operating two-level local governments.
The document was issued on the basis of Conclusion No. 192-KL/TW dated September 19, 2025 and Conclusion No. 221-KL/TW dated November 28, 2025 of the Politburo and Secretariat, to urge ministries and branches to urgently complete mechanisms and policies so that the 2-level local government model operates smoothly, effectively and efficiently.
According to the Official Dispatch, there are 355 tasks that need to be guided by ministries and ministerial-level agencies (list attached to Report No. 11296/BC-BNV dated November 27, 2025 of the Ministry of Home Affairs).
The Steering Committee requests ministries and ministerial-level agencies to urgently review and issue documents guiding implementation, issue legal documents according to their authority or submit to competent authorities to issue legal documents, ensuring consistency between regulations in the legal system, unifying the understanding and application of laws, ensuring that decentralization and delegation of powers are carried out smoothly, effectively and feasibly.
Completion deadline is December 25, 2025.
10 tasks that require authority adjustment
For 10 tasks requiring adjustment of authority between the central and local levels or between levels of local government, the Steering Committee requests the Ministries of Agriculture and Environment; Construction; Science and Technology to develop a plan to propose adjustment of authority, orientation of amendments and supplements to current Laws, Decrees and legal documents, and report to the Government Steering Committee before December 15, 2025 to agree on the implementation plan.
On the basis of the Government's Decrees on decentralization and delegation of powers, Ministries and ministerial-level agencies shall review and have a Plan to propose amendments and supplements to legal provisions in the Laws on transfer of sectors, ensuring compliance with the principles of decentralization, delegation of powers, and division of authority in the Law on Organization of the Government 2025, the Law on Organization of Local Government 2025 and the requirements in Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.
Regarding the removal of difficulties and problems arising in the operation of two-level local government, ministries and ministerial-level agencies continue to coordinate with the Ministry of Justice and relevant agencies to urgently review the entire system of legal documents according to the sectors and fields under their management to promptly issue new ones, amend and supplement them, ensuring the thorough overcoming of overlapping, contradictory situations that are not suitable for the two-level local government model.
Priority is given to the following areas: finance - budget; land and planning; administrative reform and digital transformation; science and technology development; apparatus organization, staff, policies and regimes; education and training.
Urgently research, resolve, and handle specific recommendations from agencies, units, and localities according to Report No. 565-BC/BTCTW dated November 27, 2025 of the Central Organizing Committee, to be completed before December 15, 2025.
For issues that cannot be resolved immediately, there must be a plan for assignment, a specific time schedule, and full information to agencies, units, and localities.
