
In the first five months of 2026, the political system at the commune and ward levels operated stably. Party building and the recruitment of new party members met the set targets; administrative reform and social welfare were implemented synchronously.
Newly established public service units such as health stations, public service delivery centers, and project management boards are gradually stabilizing their organizations and becoming operational.

During the meeting, local leaders raised many difficulties and obstacles arising after the merger of administrative units.
Tay Thanh Ward is facing pressure regarding its IT infrastructure, while its neighborhood staff has limited digital skills. Phu Giao Commune is under significant pressure due to a sharp increase in workload after the merger.
Long Dien commune lacks police personnel, leading to delays in verifying the backgrounds of Party members.
Phuoc Hoa commune faces the risk of a shortage of manpower to serve digital transformation as the non-specialized workforce ceases operations.
Many localities have also reported a shortage of specialized equipment at newly established health stations and public service centers. Initial operating funds have to be advanced from the local budget.

In her concluding remarks, Deputy Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet acknowledged and highly appreciated the proactive spirit and efforts of the communes and wards in operating the two-tiered local government model, gradually stabilizing the organizational structure and ensuring smooth operation.
The comrade urged localities to continue promoting the spirit of solidarity, proactively reviewing difficulties and obstacles to promptly propose solutions; focusing on improving the quality of administrative reform, digital transformation, and building a team of officials that meets the requirements of the tasks in the new situation.
The Deputy Secretary of the Ho Chi Minh City Party Committee also requested accelerating the disbursement of public investment capital; focusing on completing transportation, healthcare, and information technology infrastructure; and ensuring social welfare, national defense, and security in the area.

Comrade Van Thi Bach Tuyet emphasized that the heads of communes and wards must take responsibility for public investment projects. City departments and agencies need to take decisive action, providing guidance to resolve all obstacles related to health station equipment, digital transformation, and neighborhood and hamlet reorganization; absolutely no administrative procedures should be allowed to slow down socio -economic development and Party building work at the grassroots level.
