Spreading the spirit of creative work and exciting competition
In her opening speech, Vice Chairwoman of the National Assembly Nguyen Thi Thanh, Chairwoman of the Emulation and Reward Council of the National Assembly Standing Committee, Head of the Congress Organizing Committee, said: Implementing President Ho Chi Minh's teachings on patriotic emulation, continuing the tradition of patriotic emulation of the National Assembly, over the past 5 years, the National Assembly Standing Committee has always paid attention to directing emulation movements and reward work, with many innovations suitable to the actual situation and operating conditions of the National Assembly agencies. In particular, the National Assembly Standing Committee issued Resolution No. 44/2024/UBTVQH15 dated February 5, 2024, detailing the forms, criteria and reward procedures for National Assembly deputies, National Assembly agencies and for the first time establishing the Emulation and Reward Council of the National Assembly Standing Committee. On that basis, emulation and reward work has been promoted and put into practice. The practical emulation movements received enthusiastic responses from a large number of National Assembly deputies, cadres, civil servants, public employees and workers, spreading the spirit of creative work and a vibrant, enthusiastic emulation atmosphere. The results of the emulation movements in the 2020 - 2025 period have actively contributed to the comprehensive and effective implementation of the political tasks of the National Assembly, especially in key areas of work: perfecting institutions, deciding on important issues of the country and effectively supervising issues of concern to voters and people.
"The typical examples that have been commended during the past term and at today's Congress are the bright flowers that stand out in the very quiet work of the National Assembly; continuing to foster and extend the tradition of patriotic emulation of the National Assembly. Thereby, it is further affirmed that patriotic emulation has truly become a driving force and spiritual strength for cadres, party members and agencies of the National Assembly in each job position to strive and contribute to the completion of the common task," emphasized Vice Chairwoman of the National Assembly Nguyen Thi Thanh.
At the Congress, delegates focused on summarizing and evaluating the results of organizing and implementing the patriotic emulation movement and commendation work in the period of 2020 - 2025; setting out directions and tasks for organizing and implementing the patriotic emulation movement and commendation work of the National Assembly Standing Committee in the period of 2025 - 2030. The Congress also listened to reports and discussions of delegates summarizing useful experiences in discovering, fostering and replicating advanced models to continue improving the quality and effectiveness of emulation and commendation work in the coming time; strongly arousing the spirit of dedication, creative work, daring to think, daring to do, daring to take responsibility for the aspiration to develop a rich, prosperous, civilized and happy country.
Compete to effectively implement innovation activities of the National Assembly
In his speech directing the Congress, National Assembly Chairman Tran Thanh Man stated: 77 years ago, President Ho Chi Minh issued a call for patriotic emulation with the message: "Emulation is patriotism, patriotism requires emulation and those who emulate are the most patriotic". That thought will forever become an extremely great spiritual resource for National Assembly deputies, agencies, cadres and civil servants to make more efforts, contribute more, and contribute to the cause of building a socialist rule-of-law state, of the people, by the people and for the people.
Warmly praising, acknowledging and congratulating the collectives and individuals honored at the Congress, the National Assembly Chairman hoped that comrades would continue to promote their achievements, spread and uphold the spirit of responsibility, constantly innovate, contribute more, and build an increasingly professional, modern, effective and efficient National Assembly.
Launching the patriotic emulation movement for the 2025-2030 period of the National Assembly Standing Committee, the National Assembly Chairman proposed emulation to effectively carry out the National Assembly's innovation activities, in perfecting institutions, building a synchronous, modern, internationally integrated legal system; improving the quality of supervision and deciding on important issues.
In the immediate future, we will actively prepare for and complete the 10th Session of the 15th National Assembly; successfully organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; organize activities to celebrate the 80th anniversary of the first General Election to elect the Vietnamese National Assembly, inaugurate the National Assembly Museum, and award the fourth National Press Award on the National Assembly and People's Councils (Dien Hong Award)...
The National Assembly Chairman emphasized the need to compete and promote the role and responsibility of National Assembly deputies, be ready to contribute, dare to think, dare to do, dare to innovate, dare to take responsibility, put the common interest above all and truly be loyal representatives of the will and aspirations of the people.
In order to compete to effectively implement the policy of comprehensive digital transformation in the activities of the National Assembly and build a "digital National Assembly", the National Assembly Chairman noted the emulation of self-study, self-training, improving qualifications and skills, and expanding the movement of "Digital Education for All". Innovate the examination, selection and appointment mechanisms to attract truly talented people to work at the agencies of the National Assembly and the National Assembly Office.
The National Assembly Chairman requested the National Assembly Standing Committee's Emulation and Reward Council to continue innovating the reward work, ensuring publicity, transparency, timeliness, accuracy, truly encouraging and spreading good people, good deeds, and advanced models, contributing to the successful implementation of the goals set by the Party and State.
The Delegation Affairs Committee, the Standing Body of the Emulation and Reward Council of the National Assembly Standing Committee, proactively advises, guides, urges and inspects the organization of patriotic emulation movements in the entire system of National Assembly agencies; ensures that emulation movements are implemented substantially, practically, in accordance with regulations, associated with the political tasks of each agency, contributing to improving the quality of activities of the National Assembly, National Assembly agencies and National Assembly deputies.
The agencies of the National Assembly, National Assembly deputies, together with all cadres, civil servants, public employees and workers actively responded to and participated in patriotic emulation movements, promoted the spirit of solidarity, discipline, set examples and took effective actions, and considered emulation results as one of the important criteria for evaluation, reward and consideration of collective and individual responsibilities.
Stating that emulation is a strategic policy of the Party, an important, regular and continuous task of all levels, sectors, agencies and units, the National Assembly Chairman believes that with the efforts, struggles and solidarity of all cadres, National Assembly deputies, cadres, civil servants, public employees and workers, the emulation and reward work and the patriotic emulation movement of the National Assembly in the coming time will certainly have many new successes, creating new and important driving forces, contributing to the innovation process, the cause of building and defending the country.
At the Congress, on behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man awarded the Third-class Independence Medal to former Vice Chairman of the National Assembly's Committee for Culture and Social Affairs Dang Thuan Phong and the Second-class Labor Medal to former Vice Chairman of the National Assembly's Committee for Science, Technology and Environment Nguyen Thi Le Thuy for her outstanding achievements during her work, contributing to the cause of building socialism and defending the Fatherland.
Permanent Vice Chairman of the National Assembly Do Van Chien presented Certificates of Merit of the National Assembly Standing Committee to individuals with outstanding achievements in performing their duties.
The Congress also approved the list of 12 delegates to attend the 11th National Patriotic Emulation Congress.
On the same morning, before the opening session of the Congress, National Assembly Chairman Tran Thanh Man and delegates attending the Patriotic Emulation Congress visited President Ho Chi Minh's Mausoleum and reported their achievements to Uncle Ho.
