
Complete planning, infrastructure framework and implement key projects
Nam Cao University has an area of about 754 hectares, owning a synchronously invested technical infrastructure system, of which the area for training and research facilities is 388 hectares, the land area for urban areas is about 181 hectares, the rest is traffic land and technical infrastructure. Not only aiming to attract multi-disciplinary and multi-field higher education institutions, this model is also oriented to become a scientific research center associated with modern urban development, meeting regional and international standards. The formation of synchronous facilities will contribute significantly to the process of training high-quality human resources, improving the quality of education and training of the province and the region.
Along with that, the Management Board has advised the Provincial People's Committee to develop a series of important documents and projects. Implementing Decision No. 1541/QD-TTg dated December 10, 2024 of the Prime Minister on the establishment of Ha Nam High-Tech Park, the Board has developed a Project to establish the Management Board of Nam Cao University Park and Ninh Binh High-Tech Park (on the basis of reorganizing the Management Board of Nam Cao University Park in Ha Nam province). The Project was approved by the Prime Minister in Decision No. 1777/QD-TTg dated August 18, 2025. At the same time, the Board has developed and submitted to the Provincial People's Committee to issue Decision No. 104/2025/QD-UBND dated September 10, 2025 stipulating the functions, tasks, powers and organizational structure of the Board. The development of regulations and rules of the Board has also been urgently deployed, ensuring the legal foundation for all operational activities.
In planning management, the Management Board strictly implements Decision No. 1266/QD-UBND dated June 21, 2022 of the Provincial People's Committee, regularly reviews and supervises the implementation of projects in Nam Cao University Area, provides planning documents, coordinates the appraisal of construction projects, detailed planning and related infrastructure connection projects. The approval of technical infrastructure connection for component projects is implemented properly, creating favorable conditions for investors to implement on schedule.
In the field of investment attraction, the Management Board has increased contact and urged schools that have been approved for investment to speed up progress, while supporting procedures for new training facilities in need. Currently, Nam Cao University Area has two projects in operation, includingFPT Inter-level High School and FPT Polytechnic College; along with the training and experimental facility of Hanoi University of Construction. In 2025, the Board will focus on implementing four large public university projects with local capital support, including Hanoi University of Construction - Ha Nam Branch; Phase I of Bach Mai Medical College; Training facility of Banking Academy and National Economics University - Ha Nam Branch.
The disbursement value and progress of each project are closely monitored. The Hanoi National University of Civil Engineering - Ha Nam Branch Project is one of the key projects with an investment scale of 1,100 billion VND, implemented from 2025 to 2028, of which the construction period is 24 months, striving to complete in July 2027 to meet enrollment needs.
The project is implemented on an area of 22.3 hectares with a scale including a system of lecture halls, a 400-seat auditorium, a 3-storey library, a 7-storey headquarters building, a system of institutes - research centers, laboratories, experimental workshops, a 5-storey dormitory, a physical education - national defense area and auxiliary items, creating conditions for training from 5,000 to 6,000 students. Up to now, the allocated capital is 300 billion VND, of which 222.8 billion VND has been disbursed (reaching 74.26%), the plan by the end of 2025 is expected to disburse 77.2 billion VND.
Other projects such as Bach Mai Medical College, Banking Academy Training Facility and National Economics University - Ha Nam Branch have all completed project approval and are preparing to start construction in December 2025.
In the investment and construction of the framework infrastructure, the main roads such as N1, D1, N2, T3 and axes 1, 2, 3 in Nam Cao University Area are deployed according to the planning. The constructed values, completion rate, and disbursement plan for each project are all guaranteed to be on schedule. The Management Board works regularly with related units to remove difficulties, ensure quality and construction time.
Focus on building High-Tech Parks and infrastructure connection projects
The Provincial High-Tech Park was established under Decision No. 1541/QD-TTg dated December 10, 2024 of the Prime Minister with an area of 663.19 hectares. After the new Management Board was established, the work of preparing the 1/2000 scale zoning plan was immediately deployed, the tasks and estimates for preparing the zoning plan were approved in Decision No. 149/QD-BQL dated September 9, 2025. Up to now, the consultation with the community has been completed and the opinions of state management agencies are being sought. It is expected that the zoning plan will be appraised and approved in December 2025.
In parallel, the project to invest in building a road connecting from Ring Road 5 to Ha Nam High-Tech Park is being implemented in two sub-projects, both of which have completed their documents according to the requirements of the appraisal agencies. This is a route of special importance in attracting investment and creating momentum for the development of the High-Tech Park.
The investment project to build social housing in plot P.KTX-01 in Nam Cao University Urban Area was also implemented in accordance with regulations, with a total investment of 257.8 billion VND, implementation period 2025-2028. Site clearance work has been basically completed, ensuring the handover of clean land to investors. The procedures for project establishment, appraisal and approval are all in full compliance with current legal regulations; the bidding packages are implemented in accordance with Resolution No. 201/2025/QH15 and related regulations on bidding to shorten the implementation time and put the project into use soon.

We always strive to closely follow the direction of the Provincial People's Committee, closely coordinate with departments, branches and localities to overcome difficulties, strive to complete infrastructure projects and universities on schedule, contributing to building Nam Cao University and High-Tech Park into a new driving force for development of the province”.
Entering 2026, the Management Board of Nam Cao University and High-Tech Park continues to focus on political and ideological education to enhance the sense of responsibility, administrative discipline and public ethics for the staff and civil servants, creating unity in implementing tasks. The Board identifies the key tasks as accelerating the completion of the framework infrastructure of Nam Cao University according to the plan; focusing on implementing four public university projects; coordinating support for two private educational institution projects; completing the planning of the High-Tech Park and organizing the selection of infrastructure investors; implementing the connecting road project from Ring Road 5 to the High-Tech Park; and at the same time, effectively implementing the investment promotion program in 2026.
The Management Board of Nam Cao University and the High-Tech Park recommends that the Provincial People's Council and People's Committee continue to prioritize capital allocation in 2026 for four public university projects and the Ring Road 5 connection project to ensure progress. In addition, it is requested that departments, branches and localities such as the Department of Construction, the Department of Natural Resources and Environment, the Department of Finance and the People's Committees of relevant communes actively coordinate and support in planning and selecting investors to accelerate the implementation of the High-Tech Park.
