Rach Chiec Sports Complex in Ho Chi Minh City is expected to start construction on December 19.

At the 5th session of the Ho Chi Minh City People's Council on November 14, the City People's Council delegates passed a Resolution agreeing to stop the investment policy of the compensation and site clearance project for the Rach Chiec National Sports Complex in Resolution No. 03/NQ-HDND dated March 16, 2018 of the Ho Chi Minh City People's Council.

The Ho Chi Minh City People's Council assigned the City People's Committee to urgently carry out all procedures to stop the project implementation according to the provisions of the Law on Public Investment; complete the dossier of settlement of used funds according to the provisions of the Law on State Budget.

Responding to questions from delegates regarding the suspension of the investment policy for this project and its progress in the coming time, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, said that the Rach Chiec Sports Complex project is a key project, already included in the city's planning and is a priority project that must be implemented.

The city is currently accepting investors for this project under the BT form. If nothing changes, the project will start on December 19.

"But to make new investments, the city must stop the investment policy for the compensation and site clearance project for the Rach Chiec National Sports Complex that was previously approved.

Ho Chi Minh City commits to build a modern, worthy and international-standard sports complex in Rach Chiec. After 5 years of implementation, the city will have a sports complex capable of hosting international sports tournaments, ensuring the needs of the city's people," Mr. Duoc affirmed.

Previously, according to the Proposal of the Ho Chi Minh City People's Committee, the project to compensate and clear the ground for the Rach Chiec National Sports Complex was approved with a total investment of over VND 8,000 billion, from the city budget.

Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc answered questions from delegates about the investment progress of key infrastructure projects in Ho Chi Minh City.

Some investors are interested in implementing the Rach Chiec National Sports Complex project under the public-private partnership (PPP) model. According to the Ho Chi Minh City People's Committee, this is in line with the private investment orientation, contributing to reducing pressure on the city budget, supporting the completion of cultural and sports infrastructure, and promoting socio -economic development in the area.

However, according to the provisions of Point c, Clause 1, Article 14 of the PPP Law, one of the conditions for assigning investors to prepare project proposal documents is "Not overlapping with projects that have had an investment policy decision or project approval decision".

Based on this law, the project to build Rach Chiec National Sports Complex coincides with the compensation and site clearance project approved by the Ho Chi Minh City People's Council.

Currently, the compensation and site clearance project is expected to increase its total investment, so if it continues to be implemented in the form of public investment, it is necessary to adjust the investment policy.

Meanwhile, according to the provisions of the Law on Public Investment, it is not possible to carry out independent site clearance compensation; the investment policy step must include construction and installation projects, increasing pressure on the city budget and not in line with the investment calling policy.

Therefore, the Ho Chi Minh City People's Committee proposed to stop the investment policy of the Rach Chiec National Sports Complex Compensation and Site Clearance Project, as a basis for implementing procedures for investors to implement in accordance with the provisions of the Investment Law using the public-private partnership method.

Rach Chiec Sports Complex is a project with investment policy since 1994, with an area of up to 187 hectares, located in An Phu ward (now Binh Trung ward), with a total initial investment of nearly 15,000 billion VND.

The project is considered to have a prime location, located in the middle of a bustling area of large real estate projects such as Global City, Lakeview City, Saigon Sports City... with frontage adjacent to key traffic routes of the eastern gateway of Ho Chi Minh City including Vo Nguyen Giap, Mai Chi Tho, Ho Chi Minh City - Long Thanh - Dau Giay Expressway, located next to Metro Line 1 and only about 4 km from the center of Ho Chi Minh City.

The sports area is planned and built according to international standards, serving competitions, daily training and commercial services for sports activities (no residential function). In addition, there is a public open space with many landscape trees, water surfaces and rivers... When completed, this project will serve about 100,000 people, including athletes, spectators, staff, visitors...

However, for more than 30 years, the project has not been able to be implemented.

At the conference to announce the planning project of Thu Duc City (old) until 2040 and promote investment calling in February, Mr. Tran Minh Son, Vice President of SunGroup Corporation, said that the destination for businesses in Ho Chi Minh City will be Thu Duc, and committed to investing in the project effectively and quickly.
The three projects that this enterprise is interested in are Truong Tho Urban Area, Rach Chiec Sports Complex and the 400-hectare Ethnic Cultural and Historical Park.
