Industrial promotion promotes socio -economic development
Dong Thap Department of Industry and Trade said that industrial promotion activities in the province have had a clear impact on socio-economic development.
Economically, this policy encourages many rural industrial establishments to boldly invest in modern machinery and equipment and apply advanced technology in production. In 2024, the province will implement 14 industrial promotion projects and organize an Industrial - Trade Fair in the Mekong Delta with a total budget of about 5 billion VND, helping 18 establishments benefit, mainly in the agricultural processing, mechanical and post-rice product industries. Investing in new equipment and improving production lines has helped increase average productivity by about 40%, while reducing labor and raw material costs.
In the first 9 months of 2025, despite difficulties in production and business, the province still implemented 6 industrial promotion projects with a total budget of 1.6 billion VND, supporting 7 establishments to expand their scale and improve technology. Many typical products such as dried fruits and confectionery have affirmed their brands, expanded markets inside and outside the province, increased the added value and competitiveness of Dong Thap rural industry. Not only promoting technological innovation, industrial promotion policies also create more jobs, increase income for workers and contribute stably to the local budget.

In terms of society, industrial promotion projects have created stable jobs, encouraged entrepreneurship and promoted local resources. In 2024, the province organized two vocational training courses for 59 rural workers and one training course to improve branding capacity for 74 rural industrial establishments, helping workers master their skills, understand brands, market access skills and develop sustainable products.
These activities directly support human resource training, improve management and production capacity, contribute to the restructuring of the rural economy and are associated with the goal of building new rural areas.
Dong Thap Industrial Promotion also aims at sustainable development, associated with cleaner production and efficient and economical use of energy. Many establishments have applied environmentally friendly production processes, reduced fuel consumption, limited waste and utilized agricultural by-products as raw materials. Integrating industrial promotion with the production of organic and safe rural industrial products not only increases product value but also meets the increasing demands of the market, orienting rural industrial development towards sustainability, in line with the province's green growth goals.
Promoting technological innovation and sustainable development
In addition to the achievements, industrial promotion activities in Dong Thap still face some difficulties. The production capacity and added value of rural industrial products are still low, most of the establishments are small, capital is limited, technical level and access to advanced technology is still weak, causing production to mainly stop at the processing stage. This situation makes it difficult for products to compete with large enterprises or imports, and the consumption market is unstable.
The administrative arrangement context and the two-tier local government model also pose many new challenges, as new and inexperienced civil servants will face difficulties in implementing policies. Decree No. 235/2025/ND-CP The amendment to Decree No. 45/2012/ND-CP on industrial promotion has added many new industries to enjoy policies, but there is no guiding circular, so project appraisal and implementation are still facing difficulties.
It can be seen that, in order for industrial promotion activities to be effective in the new context, it is necessary to deploy synchronous solutions associated with new points of Decree No. 235/2025/ND-CP.
In the coming time, the Department of Industry and Trade of Dong Thap said that it will innovate management methods, clearly define responsibilities between the Department of Industry and Trade and units performing industrial promotion tasks to overcome overlaps, ensuring resources are allocated reasonably. At the same time, expand the beneficiaries not only to rural industrial establishments but also to craft villages, artisans, and enterprises investing in industrial cluster infrastructure, creating development momentum for difficult areas.
Industrial promotion also needs to be linked to sustainable development through cleaner production models, prioritizing green technology, energy saving, circular economy, increasing product value and reducing environmental impact. Promoting digital transformation is an important solution to help small-scale establishments improve competitiveness, expand market access channels, and overcome limitations in capital, human resources and production scale.
Strengthening human resource coordination between localities, exchanging experiences in energy auditing and cleaner production assessment will improve the effectiveness of project implementation. When selecting beneficiaries, priority should be given to establishments owned by women, employing many female workers and ethnic minorities, ensuring fairness and linking rural industrial development with social progress.
When implemented effectively, industrial promotion activities will continue to create momentum for rural industrial development in a green, modern, and efficient direction; contributing to green growth and the construction of advanced new rural areas and model new rural areas.
