Creating momentum for many businesses
Last June, Tuan Linh Agricultural Products Production and Trading Joint Stock Company (Tran Phu Commune) received VND250 million from the industrial promotion project to invest in new packaging machines. Tuan Linh used to be a household business, but in 2022 it was converted to a joint stock company model, producing crispy fried flour, breadcrumbs and many spices such as onions, garlic and chili.
According to Mr. Vu Dinh Nhuong, Chairman of the Board of Directors of Tuan Linh Company, the packaging machine worth about 700 million VND has created a turning point in productivity. Previously, at peak times, the company had to hire additional seasonal workers. Many orders had to be refused because they did not dare to accept more than their capacity. Since applying automation, productivity has increased sharply. The machine can package 8-10 tons of products in 8 hours, while manually, 7-8 workers can only process 2-3 quintals per hour," he said.
Not only Tuan Linh, many other businesses have also boldly invested in equipment innovation thanks to resources from the industrial promotion program. In Yet Kieu commune, Binh An Pressure Casting Joint Stock Company, specializing in manufacturing plastic molded products and footwear accessories, has just invested in two injection molding machines to expand production. Each month, the company supplies thousands of products to the market. Through the local industrial promotion project, the business is supported with 250 million VND.
Mr. Vu Duc Binh, Director of the Company, said that this support is a great motivation, helping businesses boldly invest in machinery, improve production capacity and meet market demands.
From the national and local industrial promotion funds, many small and medium enterprises in Hai Phong City have been supported to innovate machinery and equipment for production and business. The program is showing practical effectiveness, contributing to encouraging enterprises to boldly apply technology, innovate equipment, improve productivity and product quality - important factors for the sustainable development of local industry.
Maximum support of 800 million VND/technical demonstration model
From August 5, 2025, Resolution 13/2025/NQ-HDND of the Hai Phong City People's Council regulating the content and level of expenditure for industrial promotion activities will take effect, raising industrial promotion support to a record level.
Accordingly, the industrial promotion capital supports a maximum of 5 billion VND for industrial cluster infrastructure, 800 million VND/technical demonstration model. The resolution also prioritizes the application of advanced machinery and equipment and technology transfer: maximum support of 50% of costs, not exceeding 250 million VND/facility and if it is a technological chain, this level is up to 375 million VND. The new policy promises to create a strong push for Hai Phong's rural industry to break through.
Along with that, Decree No. 235/2025/ND-CP amending and supplementing a number of articles of Decree No. 45/2012/ND-CP on industrial promotion issued on August 27, 2025 has created a new legal corridor for industrial promotion activities nationwide.
In the coming time, Hai Phong aims to promote digital transformation in industrial promotion activities, considering this a key solution to improve the effectiveness of business support. The city will build an online management system that allows rural industrial establishments to submit documents, monitor progress and update support information right on the electronic information portal. This digitalization is expected to significantly reduce administrative procedures, increase transparency and save time and costs for businesses.
Along with that, the city prioritizes selecting key projects with high spillover potential, especially those applying high technology, cleaner production and replicability. Trade promotion activities and value chain connections will be enhanced to help small businesses link with large corporations and expand their consumption markets.
Hai Phong also focuses on improving the capacity of industrial extension staff, especially at the commune level, where the policy is directly implemented. Intensive training courses on Decree 235 will be organized to ensure consistency and synchronization throughout the system.
The authorities will also proactively survey the actual needs of businesses to develop support plans that are close to their requirements, avoiding dispersion or inefficiency. Policy communication will be carried out on a variety of platforms to help production facilities access information quickly and fully.
With the determination of the entire political system and the proactive participation of specialized agencies, Hai Phong is gradually perfecting the mechanism, improving the quality of industrial promotion activities, towards the goal of comprehensive, sustainable and inclusive rural industrial development.
