Commenting on the draft Press Law (amended) at the 10th session of the 15th National Assembly , delegate Nguyen Huu Thong - National Assembly delegation of Lam Dong province expressed his agreement with the necessity of promulgating the law for the reasons stated in the Government's submission.
Concerned about the position, function and tasks of the press, delegate Nguyen Huu Thong said that, regarding Article 4 on the position, function and tasks of the press, at point d, clause 3 stipulates: "Maintain, preserve the purity and development of the Vietnamese language, create favorable conditions for people with disabilities to access press information".
According to the delegate, this regulation is necessary, but still relatively narrow compared to the actual scope of press activities. The delegate believes that the press today not only contributes to preserving the purity and development of the Vietnamese language, but also plays an important role in preserving the spoken and written languages of ethnic minorities, and is an important information channel for people in remote, border and island areas.
Therefore, the delegate proposed to expand the content at point d in the direction of correctly reflecting the socio-cultural function of the press to be more comprehensive, suitable to the characteristics of a multi-ethnic country like Vietnam.

In addition, Clause 3, Article 4 of the new draft lists a number of media tasks of the press, while practice in recent years has shown that the press has increasingly participated in social supervision and criticism activities. This is one of the tasks identified by the Party and the State in many important documents. Therefore, to ensure a full legal basis, delegates proposed adding to Article 4 the regulation on the press's task of participating in social supervision and criticism, thereby strengthening the role of the press in democratic life in Vietnam.
Second, regarding the prohibited acts stated in Article 9 of the draft law: Article 9 of the draft stipulates 14 groups of prohibited acts, but does not mention acts of threatening, attacking, or terrorizing journalists in cyberspace. The delegate believes that this is an increasingly common situation and has a great impact on the professional safety of the press team. Therefore, the delegate proposed to add this act to Article 9 to ensure protection for the press team. Point c, Clause 1, Article 9 also stipulates: "Causing psychological warfare". This is a term with broad connotations, there is no basis to determine what constitutes an act of causing psychological warfare, its extent, method, and consequences. The lack of definition can lead to confusion in the application of the law, so to ensure transparency, the delegate suggested that the Drafting Committee should clarify or define psychological warfare in the interpretation of the law's terms.

Third, regarding the State's policy on press development stipulated in Article 10 of the draft: Article 10 of the draft stipulates the State's policy on press development, delegate Nguyen Huu Thong said that the contents stated in this article are relatively complete, covering important policy groups related to training and fostering human resources for the press, supporting information to serve people in remote areas, supporting transportation costs and distribution costs.
However, in addition to the designed policies, the draft still lacks some necessary contents to ensure feasibility and suitability with the characteristics of press activities in the current context, specifically, Clause 2, Article 10, although mentioning the task of training and fostering press human resources, has not clearly defined the support policy for reporters and journalists working in remote areas, ethnic minority areas and areas with particularly difficult socio -economic conditions. This is a force directly performing tasks in difficult areas, with high operating costs and limited access to information. Therefore, delegates proposed to add financial support policies for these groups to encourage and motivate reporters to stay in the area, ensuring two-way information between the central and grassroots levels.
