In the face of the above situation, on July 18 and 19, 2025, the Provincial People's Committee issued Official Dispatch No. 35/UBND-VP3 and Official Dispatch No. 39/UBND-VP3 requesting departments, branches, units and People's Committees of communes and wards across the province to proactively deploy effective storm prevention and control measures, in accordance with the "4 on-site" motto to promptly respond to natural disasters.
We were present at the construction site, upgrading the sea dike of Con Tron, Hai Thinh, part of Project Component No. 2 in Hai Thinh commune. The construction atmosphere was very urgent with more than 40 workers and dozens of excavators and cranes focusing on transporting concrete components to complete the project items.
Engineer Chu Xuan Toi, Deputy Director in charge of construction of Dai Phong Joint Stock Company, said: “Given the complicated developments of storm No. 3, the Company has activated the project-level disaster prevention and control plan. We have assigned forces to reinforce all material warehouses, material staging areas, barricaded dangerous areas, and relocated easily damaged equipment and materials to safe places. At the same time, we have organized a 24/7 on-duty force to promptly handle any bad situations that may arise.”
Along with developing a response plan for storm No. 3 combined with heavy rain and high tides, the unit also closely coordinated with local authorities and the Nam Dinh Agricultural and Rural Development Construction Project Management Board (Department of Agriculture and Environment) to closely monitor weather developments, flexibly adjust construction plans with the determination to ensure absolute safety for people, equipment, machinery and works. The spirit of "fighting storms like fighting the enemy" is deeply understood by all staff, engineers and workers of Dai Phong Joint Stock Company and is identified as a key task during the rainy and stormy season, in order to minimize damage caused by rain and storms...
The spirit and initiative in preventing and fighting storm No. 3 were not only actively implemented by coastal units and localities, but also urgently and resolutely coordinated by inland communes to synchronously deploy response measures to protect the safety of the dyke, embankment, and culvert systems, contributing to minimizing damage, especially to agricultural production.
Faced with the possibility that storm No. 3 could make landfall in the northern provinces and cause widespread heavy rain, Ha Nam Irrigation Works Exploitation One Member Co., Ltd. (KTCTTL) has re-inspected the entire pumping system of more than 25 main electric pumping stations in the area, ensuring the best operating capacity, and at the same time having a backup plan to replace it when necessary.
The drainage canals, especially the culverts' starting points, were cleared of duckweed and trash to clear the flow. The Company also implemented measures to drain the buffer water on the drainage canal system down to the design water level by opening gravity culverts and operating pumping stations when required.
In particular, the proactive preparation of drainage work for industrial parks (IPs) in the area has been focused on early implementation. The company assigned enterprises to coordinate with the Provincial Industrial Park Management Board to clear and remove water fern and waste to clear the flow of drainage channels within the area. At Dong Van IP (Dong Van ward), a synchronous system of canals and pumping stations has just been invested in, currently serving drainage for Dong Van I and II IPs with low-lying drainage channels that have been expanded and solidified; upgrading and repairing 5 serving pumping stations, including: Bui I, Bui II, Hoanh Uyen (I and II), Cho Luong to ensure drainage capacity.
Comrade Truong Duc Thien, Head of Water and Construction Management Department (Ha Nam KTCTTL One Member Co., Ltd.) said: The company mobilized 100% of human resources and equipment to cope with heavy rain (possible) due to the impact of storm No. 3. Thanks to that, industrial parks and urban areas in the area will minimize flooding. With the newly planted rice crop, the unit can ensure rainfall of 150-180 mm (for the whole period).
In Nam Ly commune, along the nearly 10 km long Red River dike, there are more than 4,000 people living outside the main dike and more than 200 fish cages on the Red River that are easily affected by storms and rising flood waters.
To proactively prevent, the Commune People's Committee has propagated and instructed people to prune tree branches, tie houses, reinforce fish cages on the river with ropes tied to pillars on the shore, and use large anchors to position and prevent cages from drifting; erect steel barriers upstream to prevent wood from drifting with flood water and tearing nets, creating holes for fish to escape...
The People's Committee of the commune is ready to mobilize shock troops to support the evacuation of people and property of local households when necessary. Comrade Tran Minh Ngoc, Chairman of the People's Committee of Nam Ly commune, said: "The commune is large and has the characteristics of being along the Red River, so flood and storm prevention and control work is always focused on following the "4 on-site" motto. All preparations have been made, if storm No. 3 makes landfall in the area, damage will be minimized."
According to the Provincial Civil Defense Command, to effectively respond to storm WIPHA, localities, units, departments and functional agencies need to closely monitor the storm's developments, especially updated information on direction, speed of movement, affected areas, dangerous areas, etc.
Timely notification to vehicle owners, ship captains and boats operating at sea is essential to ensure safety of life and property, and to prevent ships from moving into dangerous areas.
The People's Committees of communes and wards shall strengthen the direction of strictly implementing the work of patrolling and guarding the dikes in accordance with the instructions in Circular No. 01/2009/TT-BNN. Special attention should be paid to vulnerable dike routes, locations where incidents have occurred but have not been completely resolved, or projects under construction, especially projects on the sea dike route.
At the same time, organize the clearing of dike slopes and footings, clear the flow, dredge the drainage canal system to ensure the ability to drain water and flood smoothly, especially in urban areas and agricultural production areas that are flooded, low-lying, downstream and far from the main drainage canal.
The inspection, review and practical implementation of dike protection plans and protection of key vulnerable points must be very specific and detailed and must be identified as a key measure to minimize the risk of dike breaches and dike overflows in case of prolonged heavy rain.
Regarding agricultural production, irrigation companies in the province closely coordinate with local authorities to develop plans to drain water for newly planted rice and protect crops. This is an urgent requirement because newly planted rice is in the rooting and re-greening stage and is easily affected by prolonged flooding.
The Provincial People's Committee requested communes and wards to strictly control the situation of overloaded vehicles circulating on the dikes, resolutely prevent and strictly handle violations. Owners of material yards, production and business enterprises along the dikes must sign a commitment not to use overloaded vehicles, not to drop materials causing environmental pollution, and strictly comply with regulations on dike safety.
Organize a review and plan to evacuate people in areas at high risk of flash floods, landslides, and deep flooding. Commune authorities must directly notify each household, especially those living along rivers, at the foot of mountains, and in low-lying areas, to proactively prevent. The evacuation must be organized according to the approved plan, ensuring safety, having means, ensuring logistics conditions, essential necessities, and avoiding people being passive when natural disasters strike.
The Provincial Military Command and the Provincial Police proactively deploy search and rescue operations when requested. Specialized equipment and vehicles need to be carefully prepared to ensure quick and effective access to and handling of incident sites.
Departments, branches, People's Committees of communes and wards maintain a serious duty regime, regularly update weather and natural disaster situations and report to the Standing Office of the Provincial Civil Defense Command to serve well the leadership and direction of the Provincial Party Standing Committee and the Provincial People's Committee to ensure promptness, efficiency, and minimize damage.
Storm No. 3 is evolving in a complicated manner, threatening to seriously affect production, life and the safety of infrastructure systems in the province. The proactiveness and determination of Party committees, authorities and people at all levels are key factors in effective prevention and control, minimizing damage, and determination to protect people's lives and property.
