Emergency activation of plan to protect the national power system against storm No. 15

Faced with the complicated developments of storm No. 15 currently operating in the East Sea, the National Electricity System and Market Operation Company Limited (NSMO) said it has proactively developed flexible operating plans, activated emergency response scenarios and mobilized maximum forces to ensure safe operation of the national electricity system.

On November 26, the NSMO Civil Defense Command held an urgent meeting with the participation of representatives of specialized departments and the Central Power System Dispatch Center (CSO) and the Southern Power System Dispatch Center (SSO). The meeting focused on comprehensively reviewing dispatching and operation plans and multi-level coordination mechanisms between units, in the context of the Central region being heavily affected by prolonged rain and floods.

Implementing the Official Dispatch No. 33/CD-BCĐ-BNNMT, NSMO has closely monitored weather developments and prepared response plans for the tropical depression to strengthen into a storm. The storm is forecast to directly affect the provinces from Da Nang to Lam Dong, affecting 500kV power lines such as Van Phong - Thuan Nam - Vinh Tan, Pleiku - Ea Nam - Di Linh - Tan Dinh; Pleiku - Nhon Hoa - Dak Nong and many 220/110kV power lines.

The NSMO leaders requested that there should be absolutely no subjectivity, fully activating operational scenarios, proactively mobilizing human resources and means to ensure safe and continuous operation. Key solutions include: coordinating with the operational management unit to assess risks at transformer stations and power plants; preparing incident handling plans; operating reservoirs in accordance with the direction of the Government and the Ministry of Industry and Trade , giving high priority to mobilizing hydropower plants in the affected area to lower the reservoir water level, create flood prevention capacity and reduce flooding downstream.

NSMO also requested to increase 24/7 on-duty, postpone repair and maintenance work on the power grid in the affected area; review the entire communication system and information technology infrastructure to ensure smooth operation. All dispatching levels from national to regional levels have increased the number of leaders and operating engineers.

Implementing urgent dispatches from the Prime Minister and the Ministry of Industry and Trade related to responding to severe floods in the South Central Coast - Central Highlands and storms in the East Sea, NSMO deployed the "four on-the-spot" motto, ready to respond to storm No. 15, and protect the safety of the national power system.

NSMO requests that power plant investors, transmission and distribution units coordinate closely and synchronously to ensure the safety of the system and plants before, during and after the storm. NSMO will continue to update information on power system operations to units and customers in the coming time.
