
In his opening speech at the Congress, Mr. Alexander B. Juliano - Deputy Commissioner of the SAI Philippines, representing the ASEANSAI Chair for the 2023-2025 term - emphasized the importance of cooperation among SAIs in the region in promoting accountability, transparency and good governance. Mr. Alexander affirmed that ASEANSAI continues to be an effective connection platform, contributing to improving audit quality, enhancing integrity in public financial management and building people's trust in state management agencies. According to him, in the context of increasing social expectations, ASEAN SAIs are committed to accompanying governments and development partners to spread innovation, share knowledge and promote sustainable development. The ASEANSAI Chairman called on member SAIs to continue to strengthen cooperation, innovate more strongly and transparently towards a region with exemplary public governance, credibility and accountability.
At the Congress, important contents were discussed and approved, including: ASEANSAI Annual Results Report 2025; ASEANSAI Strategic Plan for the period 2026-2029; ASEANSAI Charter revised for the 5th time; Documents and professional capacity frameworks developed by the ASEANSAI Training Committee; Approval of the Work Plan of the Committees for the period 2026-2027; Approval of ASEANSAI Operational Budget for the period 2026-2027; Report on the results of the Coordination Meeting with Development Partners.
The Congress conducted the procedures for appointing the new Chairman and Vice Chairman of ASEANSAI, and handing over the Chairmanship of ASEANSAI. Accordingly, SAI Singapore was elected as Chairman, SAI Thailand was elected as Vice Chairman of ASEANSAI for the 2026 - 2027 term. The Congress also appointed and approved the ASEANSAI Auditor, SAI Myanmar, for the 2024 and 2025 Financial Reports.
The State Audit of Vietnam continues to affirm its active role in regional cooperation activities, especially in its role as Chair of the ASEANSAI Strategic Planning Committee. At the Congress, the representative of the State Audit of Vietnam presented three important reports including: ASEANSAI's Strategic Plan for the period 2026-2029; ASEANSAI's Annual Results Report for 2025 of the Committees and Secretariat; and the Work Plan of the Strategic Planning Committee for the period 2026-2027, contributing to realizing the strategic development orientations of ASEANSAI in the new term.
Speaking at the Congress, Deputy Auditor General of Vietnam Doan Anh Tho said that after nearly 15 years of effective cooperation and sustainable development, ASEANSAI has affirmed its position as a reliable, dynamic and cohesive forum for member SAIs. Thanks to its continuous efforts in capacity building, promoting knowledge sharing and contributing to public governance in the region, ASEANSAI has created sustainable values and established a solid foundation for the next strategic phases.
Deputy State Auditor General Doan Anh Tho said that in the context of the rapidly changing world and region, with the strong development of technology, the emergence of new audit fields and the need to strengthen international cooperation, the ASEANSAI Strategic Plan for the period 2026 - 2029 was built to help member SAIs adapt flexibly, innovate and develop sustainably. He emphasized that this plan demonstrates the common commitment of all ASEANSAI members to overcome challenges together, seize opportunities and comprehensively enhance collective capacity.
On the sidelines of the Congress, the Vietnam State Audit Delegation had bilateral meetings with SAI Singapore and SAI Sweden. At the meetings, the parties expressed their desire to support each other in bilateral and multilateral forums, share expertise, practical experience and modern auditing practices and methods. This is an important step to improve public audit capacity, promote transparency and efficiency in public financial management, and contribute to strengthening the role of state audit agencies in effective national governance, thereby developing sustainable public audit in the region.
ASEANSAI was established in November 2011 in Bali (Indonesia). The ASEANSAI Congress is held every two years and is hosted by the next ASEANSAI Chairman.
