Attending the meeting were leaders of the Department of Foreign Affairs, Provincial Police, Department of Home Affairs, Department of Finance and related departments, branches and units of the province.

The working session aimed to evaluate the implementation results of Decree No. 58/2022/ND-CP dated August 31, 2022 of the Government on registration and management of activities of foreign non-governmental organizations in Vietnam.
Lam Dong is currently managing 52 foreign non-governmental organizations (NGOs) registered to operate locally. Of these, 23 organizations are implementing funding activities in the province, most of them are from France, Germany, the United States, the United Kingdom, Switzerland, South Korea, etc. The NGOs focus on supporting the fields of livelihood development, social security, health, education and environmental protection.
According to the assessment of Lam Dong Provincial People's Committee, most of the NGOs in the province operate in accordance with their objectives, in line with the aid mobilization orientation; comply with the provisions of Vietnamese law, and no cases have been detected that affect security, order, or national interests.

The reception and implementation of aid are carried out in accordance with the law and in line with the local orientation. Information sharing related to NGOs between agencies is maintained regularly, contributing to improving management efficiency.
However, the work of verifying information and monitoring the activities of NGOs still faces difficulties due to the lack of a synchronous and transparent electronic database from the central to local levels, leading to limited access to registration certificates, time and areas of permitted operation.
Programs, projects and non-projects of NGOs in the province are mainly small aid, the number and beneficiaries are still small, the effectiveness is only limited to solving essential needs in remote areas, ethnic minority areas; there are not many projects of the nature of transferring science and technology.
At the working session, delegates recommended that the Government, the Ministry of Foreign Affairs and relevant ministries and branches consider and promptly issue a circular providing detailed instructions for the implementation of Decree No. 58/2022/ND-CP; study and amend a number of regulations towards simplifying administrative procedures; and supplement specific regulations on sanctions for violations in the process of receiving and using NGO aid.

Delegates also proposed to build a shared electronic database on the activities of NGOs, allowing connection between the Ministry of Foreign Affairs and localities, to improve the effectiveness of monitoring in receiving projects and aid sources and proactively grasp the activities of NGOs nationwide.
Strengthen training and professional development for staff and civil servants working on PCPNN at the local level, especially in legal matters, administrative records, appraisal, supervision and handling of arising situations.
Taking note of the opinions at the meeting, Ms. Trinh Thi Mai Phuong, Deputy Director of the Department of Foreign Affairs and Cultural Diplomacy, said that in the coming time, the Ministry of Foreign Affairs will strengthen training on the effective use of aid resources and support localities in resolving difficulties and problems.
