Check the progress of Quang Tri Industrial Park project

This afternoon, August 6, Party Central Committee member, Provincial Party Secretary, Head of the National Assembly Delegation of Quang Tri Province Le Quang Tung inspected the progress of the Quang Tri Industrial Park project. The Quang Tri Industrial Park (IP) project was approved by the Prime Minister in Decision No. 418/QD-TTg dated March 23, 2021. The project is implemented by Quang Tri Development Joint Venture Company Limited (QTIP).

This is a joint venture between Vietnam - Singapore Industrial Park Joint Venture Company Limited, Amata Bien Hoa Urban Joint Stock Company (Thailand) and Sumitomo Group (Japan). The project has a land use scale of more than 481 hectares, a total investment of VND 2,074 billion, and is built in 3 phases, of which phase 1 has a scale of 97.4 hectares, a total investment of more than VND 504 billion.

Currently, QTIP has completed the payment of land clearance fees (GPMB) for an area of 93.57 hectares with a total amount of about 120 billion VND. The remaining area is 2.43 hectares of local land and the investor is carrying out compensation procedures and support for GPMB.

Currently, the investor is leveling the ground on an area of 30 hectares and is expected to complete infrastructure construction on this area in 2024. In addition, the construction of the traffic connection with National Highway 1 and the North-South railway and the wastewater treatment plant is underway, striving to complete in 2024. In 2025, strive to have 2-3 secondary investors implementing projects in the industrial park.

To ensure project progress, QTIP requested Hai Lang district to support in accelerating the site clearance work and handing over clean land to investors, completing land valuation in August and completing the deduction of site clearance money from land rent and granting land use right certificates to QTIP in October so that the unit is eligible to sign a land lease contract with a secondary investor.

QTIP also requested Quang Tri province to carry out procedures to put Quang Tri Industrial Park into the Southeast Quang Tri Economic Zone to enhance the competitiveness of the project to attract potential investors, contributing positively to the overall development of the Southeast Economic Zone. At the same time, it hopes that the province will soon have a policy to clear the land for phase 2 and phase 3 of the project.

Directing at the project inspection, Provincial Party Secretary Le Quang Tung emphasized: Quang Tri Industrial Park is a project of great importance to the socio-economic development of Quang Tri province and will change the picture of Quang Tri's industry.

The project implementation process encountered many difficulties and obstacles due to objective circumstances. However, with the close direction of the provincial leaders, the coordination between sectors, localities and investors, the project has basically completed legal procedures and started construction.

In order for the project to become a model in implementation organization for the next phases of the project and other projects in the province, it is recommended that departments, branches and localities actively coordinate, support and create the most favorable conditions for investors.

On the investor side, it is necessary to speed up the project progress. Regarding site clearance, Hai Lang district needs to continue to propagate and mobilize households to support the project and comply with legal regulations. In cases where propaganda, mobilization, and application of all the most beneficial policies have been made but people do not comply with handing over the site, enforcement will be carried out and completed in August 2024.

Regarding the project implementation in phase 2 and phase 3, the Provincial Party Secretary requested the Provincial Economic Zone Management Board to work with departments and branches to propose implementation plans, and at the same time requested investors to be determined to implement so that the province can carry out procedures for site clearance.

Request departments and branches to focus on completing the issuance of land use right certificates to investors according to the proposed schedule, creating conditions to attract secondary investors, soon realizing projects in industrial parks, contributing to the development of the province.
