Here, the representative of the Department of Home Affairs responded to the press information reflecting that some officials in Kien Giang were appointed without standards.

Regarding the information that Ms. LTPC - Deputy Director of a Department was appointed when she had not yet completed the position of senior specialist, the representative of the Department of Home Affairs explained. Accordingly, Ms. LTPC was first appointed by the Provincial Party Committee to hold the position of Deputy Editor-in-Chief of a newspaper according to Decision No. 1141-QD/TU dated June 28, 2018 (term of office is 5 years); ensuring the standards according to the decision of the Provincial Party Committee Standing Committee on promulgating regulations on appointing cadres and introducing cadres to run for election according to regulations.

Due to the requirements of the task and with the approval of the Provincial Party Committee Standing Committee, the Provincial People's Committee has decided to transfer and appoint Ms. C. to the position of Deputy Director of the Department, equivalent to the position of Deputy Editor-in-Chief. The time of issuing the transfer and appointment decision is still within the first appointment period (2018-2023).

"In addition to the professional qualifications, Ms. C. has been trained in the state management program for the senior specialist level and equivalent, ensuring compliance with the regulations of the Provincial Party Committee Standing Committee," informed a representative of the Department of Home Affairs.

Regarding this issue, the reporter requested to clarify the time when Ms. C. received training in the state management program for the senior specialist level and equivalent. The representative of the Department of Home Affairs said that it will supplement and provide it to the press later.

Regarding the case of some Vice Chairmen of People's Councils and Vice Chairmen of People's Committees at district and city levels in the province whose appointments were reported to be lacking in the senior specialist level, the leader of the Department of Home Affairs also said that, in addition to the standards on professional qualifications, these cases have been trained in the state management program for the senior specialist level and equivalent, ensuring compliance with regulations.

At the same time, ensure that according to the list of job positions in administrative agencies and organizations of Kien Giang province approved by the Ministry of Home Affairs in Decision No. 2039/QD-BNV dated December 31, 2025: "Chairman, Vice Chairman of People's Council, People's Committee at district level, the minimum civil servant rank is the specialist rank" .
