In recent years, artificial intelligence (AI) has moved beyond the realm of technical research to become a widespread creative tool in contemporary art, from photography, painting, and music to literature and translation.
According to Ms. Nguyen Thi Minh Hue (Ho Chi Minh City Fine Arts Association), with the advent of AI and its many superior applications and features, co-creation in art is an inevitable evolution in the process of searching for new beauty. “Human-AI co-creation is not just a technical trend, but an evolutionary step in the aesthetics and anthropology of art. Therefore, instead of being hesitant to embrace new technology, fearing or discriminating against AI, artists should learn to engage in dialogue, using it as a mirror reflecting themselves, to gain a deeper understanding of humanity, the limits and capabilities of creative emotion,” Ms. Nguyen Thi Minh Hue stated.

Regarding Conclusion No. 84, Mr. Vo Cong Phuoc, former Chief of the Office of the Union of Arts and Culture Associations of Ho Chi Minh City, believes that the Party and the State need to quickly improve the financial mechanisms and remuneration system for those working in the field of arts and culture; and increase investment in works with artistic value and social impact.
Furthermore, according to Master's student Vo Cong Phuoc, it is necessary to further promote the translation and promotion of Vietnamese culture and arts to the world , both to affirm its position and to create motivation for artists to create. "Simultaneously, attention should be paid to training, discovering, and nurturing young talents, especially in traditional culture and arts, to create a long-term human resource for the future. At the same time, a healthy cultural environment should be built where artists can freely create within the framework of the law," suggested Mr. Vo Cong Phuoc.
We need to "unleash" these associations.
Of the seven key tasks mentioned in Conclusion No. 84, one is directly related to the activities of the Ho Chi Minh City Union of Arts and Culture Associations in the current period: "Transferring the organization of some arts and culture activities (festivals, performances, competitions, etc.) currently managed by state agencies to specialized arts and culture associations that have the capacity and conditions to ensure them." This viewpoint is widely supported by artists and writers.
MSc. Tang Hoang Thuan (director Thanh Hiep), Head of the Theoretical and Critical Studies Committee - Ho Chi Minh City Theatre Association, raised the issue of the necessity of upgrading the management and organization of specialized associations under the leadership of the Party and the State. According to him, previously, the Department of Performing Arts (Ministry of Culture, Sports and Tourism) or specialized associations under the Vietnam Union of Associations of Literature and Arts usually organized the festivals.
However, the organization and evaluation of works participating in the festival are not carried out by the professional associations, which have the best understanding of the artists and their works. “There have been cases where a cải lương (traditional Vietnamese opera) actor, who had never performed in spoken drama, staged a play to participate in the festival in order to win a medal to add to their application for a title. If the festival were organized by an association, the association would certainly know what contributions the artist has made to the stage,” director Thanh Hiep expressed.
Agreeing with director Thanh Hiep, Chairman of the Ho Chi Minh City Photography Association Doan Hoai Trung cited the 2nd Ho Chi Minh City International Photography Festival - 2025, organized by the Association itself, as an example. According to him, the Association currently has 500 members, including 200 members with international titles. "Leveraging this advantage, we have been able to easily invite photographers from other countries to participate."
"Thanks to that, the festival attracted more than 100 international photographers along with a large number of Vietnamese photographic artists… The artists brought many outstanding works, contributing to the success of the festival," said the Chairman of the Ho Chi Minh City Photography Association.
On June 16, 2008, the 10th Central Committee of the Communist Party of Vietnam issued Resolution No. 23-NQ/TW "on continuing to build and develop Vietnamese culture and arts in the new era".
In 2023, the Politburo held a review of 15 years of implementing Resolution No. 23 to assess the achievements, identify shortcomings that need to be addressed, and propose measures and solutions to be implemented.
On June 21, 2024, the Politburo issued Conclusion No. 84-KL/TW on "continuing to build and develop culture and arts in the new era" with 7 specific tasks.
