Delegate Trinh Thi Tu Anh ( Lam Dong ) acknowledged that expanding health care benefits and reducing the financial burden of health care for people is a highly humane regulation, because the barrier of actual treatment costs is still a big problem for people. However, there are still drugs that are beyond the people's ability to pay, such as new generation drugs, targeted therapy, and immunotherapy drugs.
From the above comments, Deputy Trinh Thi Tu Anh proposed updating the drug list in a timely manner, especially for cancer treatment drugs and new generation immunoregulatory drugs, to reduce people's out-of-pocket expenses, ensuring benefits for more than 95.5 million people participating in health insurance today.

“I think priority should be given to drugs with strong clinical evidence and clearly proven effectiveness; the list should be updated flexibly and keep up with international medical advances; at the same time, the expansion of the list should be linked to a cost-effectiveness assessment mechanism, ensuring that payment is both fundamental and sustainable,” said Deputy Trinh Thi Tu Anh.
The female National Assembly delegate of Lam Dong province also suggested that the Party and State pay attention to having special and breakthrough policies to exempt 1 year of health insurance premiums from the state budget for people participating in voluntary health insurance in provinces directly affected and severely damaged by storms and floods in recent times.

Concerned about handling "bottlenecks" to effectively implement the policy of "Encouraging the development of elderly care facilities", Deputy Tran Thi Hien (Ninh Binh) suggested: "I propose to add to Article 5 of the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health a new clause on nursing facilities providing medical examination, treatment, rehabilitation and long-term care services for the elderly to enjoy policies on land, tax and finance as for medical facilities.
I believe that this will be a breakthrough solution to concretize the policy of effectively combining medical facilities and elderly care facilities as set out in Resolution 72 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

Believing that expanding health care benefits and reducing medical costs for people is a completely correct policy, receiving the attention of the people, Delegate Dang Bich Ngoc (Phu Tho) said that starting from 2026, people will be able to have periodic health check-ups or free screening at least once a year according to priority groups and roadmaps. In the immediate future, it is necessary to focus on periodic health check-ups according to priority groups and have a roadmap in order.
“The draft needs to have very clear and specific regulations. Because in reality, people are really looking forward to everyone having a health check-up once a year. This requires us to have a preparation roadmap,” said Deputy Dang Bich Ngoc.

Through the survey of the National Assembly Delegation of Phu Tho province, it was found that commune and ward health stations still have many difficulties in terms of medical staff, facilities and equipment that do not meet the requirements of medical examination... Delegate Dang Bich Ngoc proposed that the Government continue to issue appropriate spending norms and mechanisms and have a roadmap to prioritize investment in human resources and facilities in places with difficult conditions. There must be an appropriate mechanism to implement training and fostering of local medical staff, especially those who have worked for many years.
