Proposal to establish a National UAV Testing Corridor and plan national flight zones

Mr. Nguyen Van Khoa, Chairman of the Vietnam Aviation, Space and Unmanned Aerial Vehicles Network (AUVS), General Director of FPT Corporation, proposed to establish a National UAV Testing Corridor. Initially, the pilot will be in Hanoi, Quang Ninh, Binh Dinh (old) and Ho Chi Minh City, allowing for autonomous flight testing.

On November 26, at the National Innovation Center (NIC), Deputy Prime Minister Nguyen Chi Dung worked with the Vietnam Innovation and Expert Network (VIN) on developing strategic technology industries.

Sharing with the Deputy Prime Minister, Mr. Nguyen Van Khoa, Chairman of the Vietnam Aviation, Space and Unmanned Aerial Vehicles Network (AUVS), General Director ofFPT Corporation, presented contents in the fields of aviation, space and unmanned aerial vehicles.

First, Mr. Khoa proposed to include the UAV database in the National Database, in accordance with the spirit of Resolutions 57 and 06. Each UAV device needs to have its own identification code like a license plate, and be managed in a unified and interconnected manner between the Ministry of National Defense, the Ministry of Transport and the Ministry of Public Security. This is an important foundation to ensure flight safety and transparent management.

Next, Mr. Khoa proposed establishing a National UAV Testing Corridor. Initially, the pilot will be conducted in Hanoi, Quang Ninh, Binh Dinh (old) and Ho Chi Minh City. This corridor will allow testing of applications from autonomous flight, logistics, agricultural spraying, 3D digital mapping to rescue. "In particular, the flexible licensing mechanism within 72 hours and the testing corridor at an altitude of 50-120 meters will create conditions for businesses to continuously research and innovate," Mr. Khoa said.

The next proposed contents include: planning national UAV flight zones; building a national UAV inspection and certification center; developing a Vietnamese UAV business ecosystem...

“An indispensable pillar is human resource development and promoting technological diplomacy,” the General Director of FPT Corporation proposed the 7th proposal. According to Mr. Khoa, “Engineer in UAV & Robotics” programs need to be deployed at technical universities; UAV pilot training needs to be standardized according to FAA (USA) and JUIDA (Japan); and there needs to be a close connection between businesses-institutes-schools to provide high-quality human resources for the entire industry.

Along with the above 7 proposals, FPT General Director proposed that the Government direct 5 key tasks: Approve the National UAV Development Project 2025-2030 chaired by the Ministry of Science and Technology; Issue a new Decree on UAVs, replacing Decree 36/2008 and 79/2011, within the framework of the Law on Civil Aviation of Vietnam from 2026; Approve the National UAV Sandbox in 2026; Complete the National UAV Flight Zone Planning and Issue the National Technical Regulations (QCVN) for UAVs in the period 2025-2026.

After listening to the opinions of experts, Deputy Prime Minister Nguyen Chi Dung emphasized that developing strategic technology industries is a key and long-term task, and is also the fastest way for Vietnam to catch up, progress together and gradually surpass, towards development, prosperity and self-reliance.

The Deputy Prime Minister requested the Ministry of Science and Technology to fully absorb experts' opinions, research, and add a number of technology sectors to the group of strategic technology products; prioritize ordering key scientific tasks; perfect the system of standards and intellectual property for new technologies, and strongly promote the commercialization of strategic products.
