Creation from 2-level local government - Part 1: Proactive and creative from difficult areas

The “revolution” in organizational structure has opened up new space and laid the foundation for a two-level local government that is innovative, streamlined, and close to the people. However, in addition to the advantages, the operation of two-level local governments in Quang Ngai, Gia Lai, and Dak Lak provinces still faces many difficulties and shortcomings.

Vietnam News Agency reporters wrote articles highlighting the current situation, good practices, proactive and creative ways to overcome difficulties in operating the two-level local government apparatus smoothly, best serving the people, businesses and developing the local economy and society.

Lesson 1: Be proactive and creative in difficult areas

Resolving administrative procedures is an important task when implementing a two-level local government. Many remote areas and ethnic minority areas in Quang Ngai, Gia Lai, and Dak Lak have been proactive and creative in resolving administrative procedures, supporting and creating the most favorable conditions for the people.

Solving mobile administrative procedures

Ya Ly is a commune located in the west of Quang Ngai province, with 14 hamlets, ethnic minorities account for 83.8% of the population, mainly J'Rai people. The commune was established from the merger of Ya Ly, Ya Tang, Ya Xier communes of Sa Thay district, Kon Tum province (old). Due to the large area, many hamlets and villages are far from the commune center, people encounter many difficulties in submitting administrative procedures. Therefore, for the convenience of people, the People's Committee of Ya Ly commune has implemented mobile document reception in hamlets and villages far from the commune center.

Trap village and Cho village, Ya Ly commune are about 8 km away from the commune center. Due to difficult terrain and being quite far from the commune center, in early November 2025, the People's Committee of Ya Ly commune started receiving applications for birth registration, death registration and mobile marriage registration in these two villages.

Ms. Y Phin, Vice Chairman of the People's Committee of Ya Ly commune, said that the commune's goal is to create favorable conditions for people, especially people in remote areas, the elderly, the disabled, the sick, and people in special circumstances, to not have to travel far to register birth, death, or marriage.

Along with that, the mobile administrative procedure settlement team provides guidance and ensures that all eligible cases are registered for civil status in a timely and correct manner, contributing to updating complete and accurate population information into the Electronic Civil Status Database and the National Population Database.

After the Commune People's Committee developed the plan, we sent the information to the village chief for implementation. Because we determined to receive mobile applications on students' holidays, the commune borrowed rooms from schools in the villages to receive applications. In Trap village alone, the commune organized the reception on November 15. From November 22, the commune organized the reception in Cho village, Ms. Y Phin added.

Along with the implementation of mobile file reception, since July 1, the People's Committee of Ya Ly commune has established a Working Group to guide people in carrying out administrative procedures at the Commune Administrative Service Center. Thanks to the creativity and proactiveness of the old team of cadres and civil servants, up to now, Ya Ly commune has received 1,530 files, resolved 1,489 files, reaching 97.3%.

After the merger, Canh Vinh commune, Gia Lai province has only 18 villages with more than 16,000 people. Canh Vinh has reorganized the Public Administration Service Center in a streamlined and modern direction, becoming the closest "touch point" between the government and the people. In addition, the locality has proactively opened 2 document reception points (initial document reception teams) right in Canh Tien village and Hien Dong village to help people save time and travel costs.

Mr. Nguyen Dang Khoa, Hien Dong village, said that before, when hearing the merger news, people were worried because the commune People's Committee headquarters was far away. However, the commune People's Committee has arranged an additional point to receive and return administrative procedure results in Hien Dong village (at the old Canh Hien commune People's Committee headquarters), and everyone is happy. Instead of people having to travel dozens of kilometers, now people only need to travel within 2 kilometers to have administrative procedures resolved, saving time, effort and being convenient.

Chairman of the People's Committee of Canh Vinh Commune, Duong Hiep Hoa, shared that Canh Vinh Commune was newly established from the merger of Canh Hien Commune and part of Canh Lien and Canh Hiep Communes. The commune has a very large area of ​​nearly 260 km², complex terrain, and many ethnic minority villages. The local government is always concerned about how to be truly close to the people and create the most favorable conditions for the people. In addition to establishing administrative procedure settlement teams in remote areas, Canh Vinh Commune also established mobile working groups, regularly going to villages and hamlets to guide and support people in accessing public administrative services, ensuring that information reaches every household. With the proactive and creative approach of the locality in recent times, it has helped people, especially ethnic minorities, save time and money, and especially, create trust in the service spirit of the grassroots government.

Efficient operation

According to the Department of Home Affairs of the province, after the merger, Dak Lak only had 102 commune-level administrative units. Up to now, localities in the province have quickly caught up with the new way of operating effectively and smoothly the local government at 2 levels on the basis of closely following the instructions and regulations of the Central and the province. Localities, in accordance with their authority, have issued decisions to appoint positions according to regulations, arranged enough civil servants and public employees in departments, offices and the Public Administration Service Center, and ensured adequate facilities and material conditions to help the organizational apparatus operate stably.

Mr. Nguyen Van Hoa, Chairman of the People's Committee of Ia R've Commune, Dak Lak Province, emphasized that the transition to a two-level local government model is a major step forward in the organization of the administrative apparatus. After a period of operation and implementation of tasks, the people have highly appreciated the process of guiding, receiving and resolving administrative procedures in the locality.

The People's Committee of the commune proactively reviewed and promoted administrative procedure reform, thoroughly resolved problems in personnel, assets, headquarters, finance, information technology systems, complaints and denunciations, etc. Closely followed the direction, closely coordinated, flexibly, and promptly resolved problems arising from practice to effectively operate the 2-level local government model.

Ia R've commune has deployed the application of information technology in its direction and administration activities; at the same time, it has deployed the application of software for managing executive documents, online public services, digital signatures, paperless meetings, etc., contributing to administrative reform and serving people and businesses well. The commune has also organized the registration of personal accounts for new commune officials and civil servants to facilitate smooth and timely access to the document management system software, ensuring the operation, reception and processing of outgoing and incoming documents of agencies and units. Currently, the local Party Committee and government have directed, inspected, installed and repaired the entire transmission system at agencies and units to ensure transmission service during the process of exploiting and processing documents as well as digitizing electronic records in accordance with regulations.

Chairman of the Dak Lak Provincial People's Committee Ta Anh Tuan said that, up to now, the province's two-level local government system has overcome many initial difficulties to operate effectively. For example, in natural disaster prevention and control, it can be seen that storm No. 13 and floods are a test for the second local government. Faced with strong intensity and great destruction, at the most difficult times, the two-level local government is more timely in directing, leading and implementing tasks.
