In his opening speech, Director of the Department of International Cooperation (Ministry of Culture, Sports and Tourism) Nguyen Phuong Hoa emphasized that the context of globalization, urbanization and climate change is posing new problems for development. From there, it requires countries, including Vietnam, to reshape their policy-making thinking and establish the position of culture as a strategic resource.
Vietnam is promoting a development model based on the endogenous strength of culture, demonstrated through the National Target Program for Cultural Development for the 2025-2035 period, the cultural industry strategy to 2030, vision 2045, and the Resolution on cultural revival that is being built.

According to Director Nguyen Phuong Hoa, the forum is not only a place for academic exchange but also a space for new thinking, where countries together answer questions about how culture becomes a driving force for sustainable development.
The Director of the Department of International Cooperation expressed his wish that the event would become an annual platform, contributing to the formation of an Asian creative network and promoting local pilot initiatives, especially in UNESCO Creative Cities.
At the forum, Associate Professor Dr. Nguyen Thi Thu Phuong, Director of the Vietnam Institute of Culture, Arts, Sports and Tourism, stated that culture is the foundation of identity, cohesion and creativity; an independent pillar in the global cultural industry development strategy. This year's forum shows that Asia is emerging as a "laboratory" for a development model based on heritage, identity and creativity. Vietnam with four UNESCO Creative Cities: Hanoi, Hoi An, Da Lat and Ho Chi Minh City, along with the rise of creative models in Lao Cai, Lai Chau, Ninh Binh, Khanh Hoa... are gradually shaping a new creative map.

The event included two sessions: Creating Places from Cultural and Creative Resources and Collaborating for Asia’s Sustainable Future. Speakers from the UK, France, Japan, Korea, China, Southeast Asia and Vietnam analyzed trends in creative urban design, integrating culture into planning, models of combining arts - heritage - tourism and opportunities for regional connectivity.
The forum also introduced a video about Vietnam’s creative cities along with two art programs: “Heritage Field” and traditional puppetry. The event is expected to become a destination for connecting intelligence and promoting cooperation so that culture and creativity can become a source of sustainable development for the region.
