On the afternoon of January 12th, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep chaired a conference to announce the Decision stipulating the functions, tasks, powers, and organizational structure of the National Center for Water Resources Planning and Investigation; and also presented the Decisions appointing the Center's leaders.

At the conference, Mr. Nguyen Xuan An, Deputy Director of the Department of Organization and Personnel, announced Decision No. 5219/QD-BTNMT dated December 10, 2025, of the Minister of Agriculture and Environment on the transfer of the Institute of Water Resources Science, the Institute of Irrigation Planning, and the Southern Institute of Irrigation Planning into the National Center for Water Resources Planning and Investigation. This is an important step, concretizing the major policy of the Party and the State on restructuring and streamlining the system of public service units towards effectiveness and efficiency, linking organization with functions and tasks.
Along with the organizational restructuring, the Decisions on the appointment of the Center's leaders were announced and presented directly at the Conference. Accordingly, Mr. La Duc Dung, Director of the Institute of Water Resources Planning, was appointed as the Director General of the National Center for Water Resources Planning and Investigation. Mr. Do Duc Dung - Director of the Southern Institute of Water Resources Planning; Mr. Dao Ngoc Tuan - Deputy Director of the Southern Institute of Water Resources Planning; Mr. Trieu Duc Huy, Mr. Pham Huy Thong, and Mr. Nguyen Ngoc Ha - Deputy Directors General of the National Center for Water Resources Planning and Investigation, were appointed as Deputy Directors General of the Center.

Speaking at the conference, on behalf of the Ministry's leadership and the Party Committee of the Ministry of Agriculture and Environment, Deputy Minister Nguyen Hoang Hiep congratulated the National Center for Water Resources Planning and Investigation on its new position, new scale, and new organizational structure; and expressed confidence that the Center will make strong progress and contribute significantly to the national water resources sector.
The Deputy Minister emphasized that the restructuring and reorganization of public service units is a major policy of the Party and the State, implemented synchronously throughout the entire political system. The Ministry of Agriculture and Environment has completed the restructuring, and the public service units officially began operating under the new model from January 1, 2026. The establishment of the National Center for Water Resources Planning and Investigation is part of this overall plan, aiming to streamline the apparatus while making it stronger, more effective, and more efficient.
“The Center was formed by merging four large units, with a staff of 836 officials, employees, and workers, of which about two-thirds have a university degree or higher. This large scale comes with great responsibility and pressure, requiring the Center's leadership to quickly stabilize the organization, arrange the structure scientifically, maximize the capabilities of the staff, ensure improved operational efficiency, and enhance the lives of the workers,” Deputy Minister Nguyen Hoang Hiep instructed the Center's leadership.
The Deputy Minister noted that the most important measure of the Center's performance after the merger is its actual operational efficiency, its contribution to the development of the sector, and its ability to mobilize resources. Besides state budget funding, the Center needs to proactively expand cooperation and effectively utilize social resources to meet the increasingly high demands in the context of climate change, complex natural disasters, and growing pressure to ensure water security.
At the same time, the Deputy Minister requested the Center to promptly finalize its internal regulations, strengthen close coordination with units inside and outside the Ministry, and use work efficiency and contributions to the industry as the overarching criteria in the new development phase.

In his acceptance speech, Mr. La Duc Dung, Director General of the National Center for Water Resources Planning and Investigation, affirmed that the announcement of the decisions by the Minister of Agriculture and Environment is a significant event, marking a comprehensive restructuring of the organizational apparatus and leadership team of the Center - a core public service unit in the field of water resources, irrigation, dikes, and disaster prevention and control.
On behalf of the Center's leadership team, Mr. La Duc Dung respectfully thanked the Standing Committee of the Party Committee and the leadership of the Ministry of Agriculture and Environment for their close attention and guidance; and affirmed that this is an important legal basis, creating a unified foundation for the Center to effectively implement tasks ranging from planning and basic surveys to monitoring, forecasting, warning, and protecting water resources.
Aware of the responsibilities assigned, Mr. La Duc Dung stated that the Center's leadership team is committed to seriously heeding the directives of the Ministry's leadership; quickly stabilizing the organization, perfecting management regulations, and ensuring smooth, continuous, and effective operation.
In the coming period, the Center will focus on enhancing professional capacity, promoting the application of science and technology and digital transformation; providing high-quality databases and technical products to serve state management, contributing to ensuring water security and sustainable development of the country.

Also at the Conference, Mr. Pham Van Duong, Deputy Head of the Party Committee's Organization Department of the Ministry of Agriculture and Environment, announced the Decision to establish the Party Committee of the National Center for Water Resources Planning and Investigation and appointed the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Center's Party Committee for the first term, 2025-2030. Accordingly, the Executive Committee of the Center's Party Committee consists of 5 members, the Standing Committee consists of 3 members; Mr. La Duc Dung holds the position of Secretary of the Party Committee; and Mr. Trieu Duc Huy holds the position of Deputy Secretary of the Party Committee.
