Kieu Phu demolishes dilapidated houses, spreading great policies for social security

Having just merged its boundaries and put into operation the 2-level local government model, Kieu Phu commune has made a strong impression by implementing a program to support the construction and repair of more than 100 solidarity houses for people with meritorious services, near-poor households and households in difficult circumstances.

Leaving no one behind

Kieu Phu commune was established on July 1, 2025 on the basis of merging 5 communes of the old Quoc Oai district and part of Quang Trung commune (Thach That district). With a natural area of ​​34.49 km² and more than 60,800 people, including 8 villages located outside the left dike of Tich - an area that is often flooded, people's lives have faced many long-term difficulties. Therefore, right from the stabilization of the apparatus, the Party Committee, the government, and the Fatherland Front of Kieu Phu commune have identified social security as a key task, in which the top priority is to eliminate dilapidated and degraded houses, towards sustainable poverty reduction.

In July 2025, the commune launched two large-scale inspections with 11 working groups, visiting each village and household to assess the housing status of 118 families of meritorious people, near-poor households and disadvantaged households. The households lived in poor conditions, with seriously degraded housing but were unable to repair it.

Ms. Nguyen Thi Duong (Can Thuong village) is a single-parent household and recalls: “For many years, I have been afraid of storms and rains. The house is leaky, the walls are rotten, and I am always nervous at night. When the commune announced that I would be supported to build a new house, I was so happy that I couldn’t sleep. Now, seeing the workers build a little higher wall every day, I am so happy, I just hope to have a decent place to live soon.” Similarly, Ms. Nguyen Thi Ty, 81 years old (Van Khe village), is one of the cases with difficult circumstances. She said that her house is in disrepair, and every time it rains, water floods in. Currently, the house is being built with help from the government and businesses.

Stories like those of Mrs. Duong and Mr. Ty are not rare. They demonstrate the urgent need and profound human value of the housing support program in Kieu Phu commune.

Chairwoman of the Fatherland Front Committee of Kieu Phu Commune, Nguyen Thi Thu Trang, said that after reviewing, the whole commune identified 107 households with real needs for repairing and building new houses, which the commune started in 2025; by the end of November, 56/107 houses had been completed. This is a large number for a newly merged locality, but it is also a driving force for the entire political system to strongly participate and promote collective strength.

To obtain funding to support households in building and repairing houses, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Kieu Phu commune mobilized social resources, promoted the strength of the spirit of great solidarity; in particular, the commune called for the companionship of businesses...

According to the Party Secretary and Chairman of the People's Council of Kieu Phu Commune, Pham Quang Tuan, the highlight of the program to eliminate degraded houses in Kieu Phu in 2025 is the responsible participation of large enterprises. In particular, T&T Group supported 13 billion VND to build new houses and repair houses for people with meritorious services, poor households, and disadvantaged households; at the same time, sponsored the installation of smart security camera systems throughout the commune.

Sunhouse Group also supported hundreds of millions of VND and many equipments to give to disadvantaged families.

"The cooperation of businesses has created strong resources, reduced pressure on local budgets and accelerated construction, quickly handing over houses to near-poor households and single-parent families to stabilize their lives," Mr. Pham Quang Tuan emphasized.

Mr. Nguyen Ngoc Nghi, Deputy General Director of T&T Group, affirmed that the company always considers social responsibility as part of its corporate culture. “We hope that today’s solidarity houses will be the beginning of positive changes, helping poor households to stabilize their lives and contribute to the overall development of the locality.”

In parallel with socialized resources, the local government highly mobilized the participation of village and residential groups in supporting construction, transporting materials, and supervising the project. In many cases where single-parent families could not directly hire workers, the Fatherland Front of the commune and villages proactively arranged workers to support. Typically, in the case of Mr. Kieu Cong On (Liep Mai village), who is old and weak, and whose children work far away, the commune directly supported him in hiring construction workers, ensuring that the house was started on schedule.

With such a methodical and responsible approach, by the end of November 2025, the whole commune had completed and put into use 23/105 houses; 73 houses were being completed; the rest were waiting for family approval.

On October 31, at the groundbreaking ceremony of the great solidarity house for near-poor households in Can Thuong village, Member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hanoi City Bui Huyen Mai highly appreciated the social mobilization model implemented by Kieu Phu commune. He said: "From a newly established locality, Kieu Phu has quickly affirmed its organizational capacity and solidarity spirit, demonstrated through a series of public works, especially the program to eliminate degraded houses by 2025. This is a model that needs to be replicated, contributing specifically to the goal of building a new model rural area of ​​the Capital".

Comrade Bui Huyen Mai expressed her deep gratitude to T&T Group and other benefactors who have been caring and accompanying the locality in implementing the social security program in Kieu Phu. Comrade Bui Huyen Mai sent sincere encouragement to Ms. Nguyen Thi Duong's family and the households that received support and started building houses. "The Party, the State and the community always stand side by side with the people. We pledge that no one will be left behind on the common development path of the country", Chairman of the Vietnam Fatherland Front Committee of Hanoi City Bui Huyen Mai emphasized.

Sustainable poverty reduction from social security policy

On November 29, Kieu Phu commune held an inauguration ceremony and handed over 41 Great Solidarity houses to households, bringing the total number of completed houses to 56. The houses were inaugurated in the joy of the people. Not only the recipients, but also the people of the whole village were excited to see the community life changing positively.

Mr. Bui Ngoc Quynh, representative of a household that received a house, shared: “I never thought that one day my family would be able to live in a solid house like this. This gift not only helps us escape from difficulties, but also gives us more confidence to rise up.”

Ms. Nguyen Thi Thu Trang, Chairwoman of the Vietnam Fatherland Front Committee of Kieu Phu commune, said that the inauguration ceremony of handing over houses to households became a bridge connecting the community when villagers voluntarily helped the newly-received families plant trees, do gardening, and decorate the gates, creating greener, cleaner, and more beautiful residential areas. In particular, the houses given to households are an important driving force to help them improve their lives. The commune Fatherland Front continues to be a bridge to mobilize businesses, philanthropists, and people to take more care of disadvantaged households, ensuring that no one is left behind.

Not stopping at supporting housing, the leaders of Kieu Phu commune identified the program of building Great Unity houses as an important step in the strategy of sustainable poverty reduction and improving the quality of building model new rural areas in the 2025-2030 term.

Mr. Phung Huy Dien, Chairman of Kieu Phu Commune People's Committee analyzed that when people have stable houses, they will no longer have to worry about repairs or dealing with the rainy and stormy season. That is a prerequisite for them to feel secure in doing business, saving, and developing their family economy. The commune considers housing support a pillar of the sustainable poverty reduction policy, helping people confidently escape poverty. The commune government also continues to request the city, businesses and social organizations to continue to accompany them, because there are still households in the area that need support in the next phase.

From a newly merged locality with many difficulties, Kieu Phu has shown the strength of the spirit of great solidarity when turning the housing support policy into a movement that spreads strongly in the community. More than 100 new houses are springing up, not only as safe places to live, but also as a symbol of trust, of the care of the Party, the State and the hearts of businesses, organizations and individuals towards the people. "No one is left behind" is no longer a slogan, but is being concretized by Kieu Phu through practical actions every day.
