On November 14, in Hanoi, the Department of Higher Education ( Ministry of Education and Training ) coordinated with the Diplomatic Academy to organize a seminar on 'Sharing international experiences in building national human resource development strategies and recommendations for Vietnam in the new era'.
The seminar was held both in person and online with the participation of delegates from the Ministry of Education and Training, Ministry of Foreign Affairs, Ministry of Finance ; international organizations UNESCO, UNDP, ILO, World Bank; representatives of embassies of Australia, the United States, Malaysia; representatives of Vietnamese agencies in China, Israel, Germany; representatives of a number of domestic and foreign higher education institutions.
Currently, Vietnam is focusing on building the National Human Resource Development Strategy for the period 2026-2030 and vision to 2050. The seminar "Sharing international experiences in building a national human resource development strategy and recommendations for Vietnam in the new era" is organized with the aim of creating an in-depth dialogue forum, connecting Vietnam's policy-making agencies with experts, international organizations and development partners to research and refer to the experiences of successful models and lessons learned in the world .
Specifically, refer to experience by receiving valuable information and practical experience from countries with successful human resource development strategies, such as China, Israel, Australia, Germany, etc., especially in the process of building and implementing strategies.
Analyze practices through sharing achievements, identifying existing difficulties and challenges and innovative solutions that have been applied to overcome them in the process of implementing the strategy in countries.
Refer to some policy recommendations to provide a solid theoretical and practical basis, helping Vietnamese authorities have more reference information to complete the draft of Vietnam's National Human Resource Development Strategy for the 2026-2030 period, with a vision to 2050.

At the Seminar, experts and policymakers from international organizations, embassies, Vietnamese representative agencies abroad, and higher education institutions exchanged, discussed, provided information, and shared experiences in building and implementing a comprehensive national human resource development strategy, including approaches and policy frameworks, analyzing achievements and challenges, pointing out financial, mechanism, and cooperation barriers, and applied solutions.
The discussions and presentations also clarified the relationship between human resource development and education, the role of the education and training system, especially higher education, in meeting the requirements of the labor market and national strategy.
At the same time, analyze the roles of stakeholders, including responsibilities and effective coordination between the State (management agencies), the private sector (enterprises), international organizations and educational institutions.
At the Seminar, many recommendations were discussed by experts and policymakers with Vietnamese management agencies such as the need to have a specific and prioritized strategy; pay attention to lifelong learning policies and comprehensive human development; focus on a flexible and interconnected education system to help with career transitions; have a mechanism to connect supply and demand, build a data system, and train practical skills; pay attention to the stratification of training missions and capacity; invest in focused higher education; pay attention to disadvantaged groups; attract talent, and have appropriate policies...
