In recent years, the province's education sector has seen many positive changes, with the school network being streamlined and rationalized; the system of ethnic boarding and semi-boarding schools continues to receive investment; and the quality of teaching and learning is gradually improving. However, there is still a localized shortage of teachers, the infrastructure in many areas is not yet standardized, and the quality of education varies between regions.

Resolution No. 06-NQ/TU clearly defines the overarching viewpoint: Education and training are the pillars driving rapid and sustainable development; they are the responsibility of the entire political system and society. In this, management agencies and educational institutions play a leading role, while teachers and students are at the center of the reform process. Notably, the resolution also opens up new directions in improving foreign language proficiency and integration for students in mountainous areas. According to the roadmap, from the 2026-2027 school year, the province will implement Chinese language teaching in 11 multi-level boarding schools in border areas; by the 2028-2029 school year, English will be compulsory to be taught from grade 1 in all general education institutions in the province. This is considered an important step to create conditions for students in mountainous areas to gradually access a modern learning environment and enhance their integration capabilities in the new era.

Comrade Trinh Van Doan, Secretary of the Party Committee of Sin Suoi Ho commune, said that in the 2025-2026 school year, the commune will have 162 classes with 4,332 students at all levels. Immediately after Resolution No. 06-NQ/TU was issued, the commune's Party Committee directed the People's Committee and relevant departments to review and develop implementation plans suitable to the local conditions. The locality is also promoting social mobilization to invest in school facilities and provide learning equipment for students from disadvantaged backgrounds. Since the beginning of the year, schools have received support in the form of equipment such as computers, water filters, teaching materials, and clothing for students from charitable organizations. This is an important source of encouragement, contributing to improving the quality of education in the area.

Sharing her thoughts on this matter, Ms. Nghiem Thi Kim Hue, Deputy Director of the Department of Education and Training, said: Immediately after Resolution No. 06-NQ/TU was issued, the department developed a plan and roadmap for implementation and directed schools to implement it synchronously. In particular, on March 25, 2026, Plan No. 1023/KH-SGDĐT on the recruitment of public education staff in 2026 was issued. The plan publicly announces the number, positions, standards, and conditions for application through mass media to allow candidates to register. The entire province will recruit 546 positions for all levels of education from preschool to high school and continuing education. In addition to supplementing teachers for subjects with shortages such as English, information technology, technology, and physical education, teachers will also be recruited to teach Chinese.

Resolution No. 06-NQ/TU not only aims to enhance knowledge but also focuses on moral education, lifestyle, life skills, and preserving national cultural identity. This is considered a particularly significant highlight for Lai Chau . To achieve this goal, schools in the province have focused on building and maintaining ethnic cultural spaces within their campuses. To date, over 90% of educational institutions have established cultural spaces through social mobilization. In addition, many schools have promoted extracurricular activities, integrating educational content about historical relics, scenic spots, customs, traditions, festivals, and folk games into subjects, after-school activities, and weekly flag-raising ceremonies. They also collaborate with local artisans and cultural clubs to teach Then singing, Tinh playing, and other forms of folk culture to students. In particular, 100% of boarding schools have made wearing traditional ethnic costumes during weekly flag-raising ceremonies a school regulation, contributing to educating students about preserving and promoting traditional cultural identity.

Ms. Nguyen Thi Xinh, Principal of Sung Phai Kindergarten (Doan Ket Ward), said: "The school has created a cultural space showcasing ethnic groups, displaying traditional items such as clothing, rattan chairs, and stringed instruments of the Thai and Mong ethnic groups. These artifacts not only serve as decoration but also become visual learning materials in the teaching process, helping students better understand their ethnic culture and fostering love for their homeland and roots. The school also encourages children and teachers to wear ethnic costumes to class, and this is one of the regulations the school has set to preserve and spread cultural values ​​in the school."

From strategic thinking to concrete actions in each school and classroom, Lai Chau has demonstrated a strong determination in implementing Resolution No. 06-NQ/TU. With the entire political system involved, education in the highlands has not only gradually improved in quality but has also contributed to narrowing the development gap between regions.
