Speaking at the opening of the question-and-answer session, National Assembly Chairman Tran Thanh Man said: According to the 7th Session Agenda, starting from the morning of June 4, the National Assembly will organize a question-and-answer session, lasting 2.5 days. The question-and-answer session at this session will continue to be carried out in accordance with the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils. The National Assembly will conduct questions and answers under the responsibility of 4 Ministers and Heads of sectors, including: Minister of Natural Resources and Environment, Minister of Industry and Trade , Minister of Culture, Sports and Tourism and State Auditor General. Also participating in the explanation are Deputy Prime Ministers in charge of the sector and relevant Ministers and Heads of sectors.

The National Assembly Chairman said that the Government has assigned Deputy Prime Minister Tran Hong Ha to represent the Government to clarify issues related to the Government's operations and directly answer questions from National Assembly deputies at the end of the question-and-answer session. The National Assembly will vote to pass the Resolution on question-and-answer activities at the end of the session, which will be the basis for agencies to implement and also the basis for the National Assembly, the National Assembly Standing Committee, National Assembly agencies, National Assembly delegations, and National Assembly deputies to supervise.

The question-and-answer session continues to be conducted in the "quick question, short answer" format. Accordingly, the person answering the question has no more than 5 minutes to speak on the issue in the field of questioning before the National Assembly conducts the questioning; each session's Chairman will invite 3 delegates to ask questions, each National Assembly delegate will ask questions for no more than 1 minute; the debate will not exceed 2 minutes; the answering time will not exceed 3 minutes for each question.

National Assembly Chairman Tran Thanh Man believes that, with his intelligence, high sense of responsibility, practical work experience, deep expertise and the actual situation in localities and bases, along with the performance of the functions and tasks of National Assembly deputies, the question and answer session will take place enthusiastically, in a constructive and highly responsible spirit, with a lot of information reflecting the actual situation, with many proposals, recommendations and suggestions for the Government, Ministers and Heads of sectors in directing and operating, overcoming limitations, difficulties and obstacles in reality; continuing to make the question and answer activity increasingly become an important highlight of the session, meeting the expectations of voters, people nationwide and the requirements of National Assembly deputies.

After the opening remarks, the National Assembly proceeded to question the first group of issues in the field of natural resources and environment. Minister of Natural Resources and Environment Dang Quoc Khanh answered National Assembly deputies on the following groups of issues: Management, exploitation and protection of national marine resources; implementation of policies and laws on water security; solutions to prevent and combat drought, saltwater intrusion, water shortage, depletion and pollution; solutions to research, explore, exploit and use mineral resources as construction materials and rare resources and minerals.

Delegate Tran Thi Hong Thanh, Deputy Head of the Provincial National Assembly Delegation, questioned the Minister of Industry and Trade about solutions to effectively manage risks and protect the rights of Vietnamese consumers in cross-border e-commerce.

Participating in the questioning of Minister of Industry and Trade Nguyen Hong Dien, delegate Tran Thi Hong Thanh (Deputy Head of the National Assembly Delegation of Ninh Binh Province) raised the issue: Cross-border e-commerce is opening up many opportunities for both businesses and Vietnamese consumers. However, for Vietnamese consumers, cross-border e-commerce still has many potential risks of fraud, receiving poor quality goods, and risks in payment issues. In addition, Vietnamese consumers, in addition to facing difficulties in international logistics, are still struggling with many difficulties in language, cultural differences, and international payments. Therefore, the delegate asked the Minister to let him know what solutions the Ministry has in managing to effectively manage risks to protect Vietnamese consumers in cross-border e-commerce, thereby contributing to promoting sustainable cross-border e-commerce?

Responding to the question of delegate Tran Thi Hong Thanh, Minister Nguyen Hong Dien said: Cross-border e-commerce is a popular and inevitable trend. To reduce risks, the Ministry of Industry and Trade has recommended that domestic enterprises and producers focus on improving product quality to be competitive with imported goods. Promote the implementation of the campaign for Vietnamese people to prioritize using Vietnamese goods in the electronic environment and implement programs to support enterprises to improve their competitiveness in online exports. Regularly organize inspections, checks, and strictly control the origin to avoid counterfeit and poor-quality goods imported through cross-border e-commerce, especially mobilizing market management forces nationwide to participate.

In the coming time, the Ministry of Industry and Trade also plans to submit to the Government regulations and decrees on customs management of import and export activities through border trade. Accordingly, it will separate ordinary goods from e-commerce goods; remove regulations on exemption of value-added tax and import tax for small-value items to strictly control and prevent tax revenue loss; have mechanisms and policies to encourage and bind businesses and manufacturers to improve product quality to compete with imported goods. To encourage and support Vietnamese businesses to take advantage of online exports across borders, the Ministry of Industry and Trade will propose to the Government preferential policies on credit and tax for businesses to build warehouses and logistics centers in border areas.

For localities, the Ministry also recommends allocating land funds and providing support for infrastructure as well as human resource training, and supporting access to technology through scientific topics so that businesses can integrate better. Encourage businesses to improve product quality and focus on building brands, packaging and product labels to meet the requirements of other countries.

Delegate Mai Khanh questioned the Minister of Industry and Trade about the mechanism for verifying information on websites showing signs of violating the law.

Also participating in the questioning of the Minister of Industry and Trade, delegate Mai Khanh (National Assembly Delegation of Ninh Binh Province) said that the Ministry of Industry and Trade is currently publicizing websites that have been reported to have signs of violating the law on the e-commerce information portal. So, is this publicization unintentionally supporting unfair competition? The delegate asked the Minister to let him know what mechanism the Ministry is implementing to verify information before making it public?

Responding to questions from delegate Mai Khanh, Minister of Industry and Trade Nguyen Hong Dien said: To strengthen management and guidance to support consumers, the Ministry has made public the list of e-commerce websites that reflect signs of law violations. Regarding concerns about taking advantage of this measure to engage in unfair competition as expressed by delegate Mai Khanh, the Minister affirmed that the Ministry has implemented a very strict process of receiving and disclosing information with specific requirements...
