Closing session scene
The 5th session of the 12th Provincial People's Council, which took place from December 8 to 10, 2025, was divided into 5 groups for discussion. Through discussions in the groups, there were over 65 comments and basically agreed on the contents of the reports and submissions at the session.
Specifically: The delegates agreed with the reports of the People's Council, the Standing Committee of the People's Council and the Committees of the Provincial People's Council, and highly appreciated the quality and effectiveness of the activities of the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the Provincial People's Council in 2025. The delegates also highly agreed with the report assessing the socio -economic situation of the province in 2025 and the key tasks and solutions in 2026. In particular, they agreed with the direction and management of the Provincial People's Committee, especially the orientation of "transforming the state" to strive to achieve a GRDP growth rate of 8.8-9.4% in 2026.
Regarding the reports, 100% of the delegates present unanimously approved 65 reports and draft resolutions at the session. The resolutions on all areas of social life from economy, culture, society, finance, budget, etc. approved at the session promptly concretized the direction of the Central Government and the province, meeting the requirements of tasks and practical situations; at the same time, creating a legal basis for all levels and sectors to implement, contributing to the completion of the socio-economic development goals and tasks of the province in 2026 and the entire period of 2026 - 2030.

Speaking at the closing session, Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and highly appreciated the enthusiastic, responsible and accurate opinions of the People's Council delegates on the reports and submissions presented at the session. He also directly explained and clarified the contents that the delegates were interested in in order to unify awareness and create high consensus in the process of implementing the resolutions of the Provincial People's Council in the coming time.
The Chairman of the Provincial People's Committee emphasized that the growth and development of the province in the coming time depends largely on the decisions issued by the Provincial People's Council. Therefore, he requested the departments, branches and localities in the province to strongly innovate the management methods, improve working methods and styles, promote administrative procedure reform to create the most favorable conditions for people, businesses and investors; towards the goal of building an increasingly developed province, strongly attracting investment resources.
Regarding development orientation, the Chairman of the Provincial People's Committee pointed out the main growth pillars, first of all, agriculture with the goal of forming large raw material areas and promoting deep processing. Focus on developing large-scale livestock farming models, gradually reducing small-scale livestock farming to improve economic efficiency as well as limit epidemics. In the forestry sector, the province continues to focus on planting large timber forests, expanding protective forests and gradually reducing the area of production forests, while at the same time doing a good job of natural disaster prevention, identifying dangerous areas to proactively relocate people.
Regarding industry and construction, the province prioritizes the implementation of investment attraction projects, especially renewable energy and deep processing in agriculture. The trade, tourism and service sectors will be promoted with the construction of commercial centers, synchronous implementation of tourism development solutions, including preparation for hosting the National Tourism Year in Gia Lai.
The province continues to pay attention to social security work with the allocation of appropriate resources to ensure effective implementation of programs and policies to care for people's lives.
The Chairman of the Provincial People's Committee said that the province has fully compiled the major contents and plans to organize a thematic conference in the coming time to concretize and synchronously implement development orientations.

In addition, comrade Pham Anh Tuan also emphasized the groups of breakthrough solutions that need to be focused on, including: Institutional breakthroughs to shorten the time for administrative procedures; prioritizing the development of infrastructure systems; innovating personnel work, creating conditions for officials who dare to think, dare to do, and are dedicated to their tasks; promoting science and technology, innovation and digital transformation, and effectively implementing national target programs. The province will develop a detailed, realistic basic scenario as a basis for assigning socio-economic development targets to each locality in 2026 and the 2026-2030 period.
For the Provincial People's Council delegates, the Chairman of the Provincial People's Committee requested that each delegate grasp the actual situation, participate in giving profound comments on the implementation of socio-economic development targets in their locality; at the same time, strengthen the supervision of the responsibilities of leaders at all levels, encourage the spirit of daring to think and daring to do. Delegates need to proactively grasp and promptly report on contents beyond their authority to ensure smooth and effective direction and management.
Speaking before the Provincial People's Council and voters of the whole province, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized the consistent management viewpoint of the Provincial People's Committee: "Set an example - discipline; focus - breakthrough; innovate working methods towards close coordination between agencies; whatever is beneficial to the people, the province, and in accordance with the law must be determined to do; proactively perform public duties, "do all the work, not all the time"; take people and businesses as the center of service." - The Chairman of the Provincial People's Committee expressed his hope that the Provincial People's Council, departments, localities and people of the whole province will continue to join hands, be unanimous, promote the spirit of responsibility, and closely coordinate to complete the development goals of the province in 2026 and the whole period of 2026-2030.
In his closing speech, Standing Vice Chairman of the Provincial People's Council Truong Van Dat acknowledged the sense of responsibility of the Provincial People's Council delegates who focused on carefully studying the documents to contribute many accurate and profound opinions to the draft resolutions. At the same time, he highly appreciated the opinions of the Chairman of the Provincial People's Committee and members of the Provincial People's Committee on accepting, explaining and clarifying the contents of the delegates' concerns.
The Standing Vice Chairman of the Provincial People's Council emphasized: 2026 is a year of special importance, the first year of implementing the Resolution of the 1st Provincial Party Congress, term 2025 - 2030 and the 5-year Socio-Economic Development Plan for the period 2026 - 2030. Besides the opportunities and advantages from the new development space after the merger, our province also faces many challenges from the complicated and volatile world situation and the impact of climate change. In particular, right from the last months of 2025 and the beginning of 2026, the province must simultaneously carry out the "dual task": both focusing resources on overcoming the severe consequences of storm No. 13 and the historic rain and flood in November 2025, and continuing to improve, stabilize the organization and effectively operate the local government at 2 levels.

With a large amount of work and extremely heavy tasks, he requested that all levels, sectors and localities in the province need to have high determination, great efforts, drastic and flexible actions; take full advantage of opportunities, mobilize all resources to overcome the consequences of natural disasters; urgently rebuild socio-economic infrastructure, especially essential infrastructure, support people to stabilize their lives and businesses to restore production and business, creating momentum for breakthroughs right from the beginning of the term.
The Provincial People's Council proposed that immediately after the meeting, the Provincial People's Committee should focus on implementing a number of key tasks:
(1) Urgently concretize and implement the resolutions passed by the Provincial People's Council at the session; proactively issue programs and plans to implement each task, ensuring that they are close to practical requirements and suitable to the province's conditions. Focus on flexibly and effectively managing the 2026 socio-economic development plan; strive to restore production and business; remove difficulties for enterprises; speed up disbursement of public investment capital, progress of key projects, especially strategic transport infrastructure and projects to handle and overcome the consequences of natural disasters. Proactively deploy solutions to ensure dam safety, stabilize agricultural production and people's lives after storms and floods.
(2) Promote restructuring of the agricultural sector in association with new rural construction; support people to restore production and herd restoration; strongly convert crops and livestock to adapt to climate change. Resolutely implement solutions to combat IUU fishing, improve the efficiency of aquaculture and fisheries exploitation; strengthen afforestation, strictly manage resources, minerals and the environment. At the same time, focus on developing high-tech agricultural economic models and digital economy in agriculture.
(3) Strongly develop trade, services, and tourism; especially effectively implement activities in the National Tourism Year 2026; effectively exploit the advantages of the sea, border gates, and logistics. Strengthen market management, stabilize prices; fight smuggling and trade fraud; expand export markets and apply cross-border e-commerce. Manage budget revenue and expenditure closely, economically, and effectively; expand new revenue sources, and effectively exploit land and public property resources after administrative unit rearrangement.
(4) Continue to develop culture and society in a synchronous and harmonious manner; improve the quality of education, health care, and people's health care; implement breakthrough resolutions on education, science and technology, and national digital transformation. Prioritize support for students in remote areas, ethnic minority areas; accelerate the construction of primary and secondary boarding schools in 07 border communes in the area; ensure social security; fully and promptly implement policies and regimes for people with meritorious services, poor households, and vulnerable groups; strengthen vocational training, create jobs, and sustainably reduce poverty.
Strengthening discipline and administrative order; promoting administrative reform, digital transformation, applying artificial intelligence in management and administration; improving the quality of service to people and businesses. Strengthening the work of preventing and combating corruption, waste, and negativity; thoroughly and promptly resolving petitions, complaints, and denunciations right at the grassroots level. Carefully preparing conditions for the successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
In addition, the Provincial People's Council requests the Chairmen of the People's Councils and People's Committees of communes and wards, based on the direction of the Provincial Party Committee and the resolutions of the Provincial People's Council, to urgently prepare and organize well the year-end People's Council meeting; take advantage of the last hours, days and months of 2025 to achieve the goals and carry out the tasks of 2026 at the highest level. Synchronously deploy solutions, fully and thoughtfully ensure the conditions for the election, ensure democracy, publicity, transparency and accuracy, so that the election is truly a great festival for the people and voters of the whole province.
Propose that the Provincial Vietnam Fatherland Front Committee and socio-political organizations continue to promote the role of social supervision and criticism; promote patriotic emulation movements, mobilize people to unite and join hands with Party committees and authorities to successfully carry out socio-economic development tasks; focus on taking care of people's lives after natural disasters and during the upcoming Lunar New Year.
Requesting the People's Council Committees, People's Council Delegation Groups, and Provincial People's Council delegates to promote the highest sense of responsibility and be proactive in supervising all levels and sectors in implementing legal regulations and Resolutions approved by the Provincial People's Council and in resolving legitimate and urgent opinions and recommendations of voters, contributing to the successful implementation of tasks, goals, and targets for socio-economic development in 2026.
The delegations of the Provincial People's Council coordinate with the Vietnam Fatherland Front Committees at all levels to develop plans to meet voters, report the results of the session and report their activities at the session; inform and propagate the main contents of the Resolutions passed by the Provincial People's Council at this session and mobilize voters and people to properly implement the Party's guidelines and policies and the State's laws; actively participate in supervising the implementation of the Resolution at the grassroots level, promptly reflect the difficulties, problems, legitimate thoughts and aspirations of voters and people to the Provincial People's Council, People's Committee and competent agencies for consideration and resolution./.
