
On November 14, the 10th People's Council of Ho Chi Minh City opened its 5th session (special session) with the participation of Secretary of the City Party Committee - Tran Luu Quang; Permanent Deputy Secretary of the City Party Committee - Le Quoc Phong; Chairman of the City People's Committee - Nguyen Van Duoc. Chairman of the City People's Council Vo Van Minh chaired the session.
Strengthening the executive apparatus in the key stage
In recent times, Ho Chi Minh City has achieved many positive results in the socio-economic fields. GRDP growth has remained stable, many key targets have been completed and exceeded the plan; social security and people's living conditions have been focused on; national defense and security have been maintained; social order and safety have been ensured. In particular, after the process of administrative unit arrangement, the two-level local government has quickly come into stable operation, performing well the assigned tasks.

However, the city still faces many challenges such as slow progress in disbursing public investment capital, many bottlenecks in transport and urban infrastructure have not been resolved, and the ability to mobilize social resources is not commensurate with its potential. In the context of an increasingly large workload and high quality requirements, perfecting the leadership team has become an urgent requirement to ensure smooth management.


Delegates voted to elect the positions of Vice Chairman of the People's Council and Vice Chairman of the People's Committee of Ho Chi Minh City.
At the meeting, delegates unanimously agreed to dismiss Mr. Pham Thanh Kien from the position of Vice Chairman of the City People's Council due to his assignment as Head of the City Party Committee's Organization Committee. At the same time, the City People's Council also approved the dismissal of Mr. Nguyen Van Tho from the position of Vice Chairman of the City People's Committee and elected Mr. Tho to the position of Vice Chairman of the Ho Chi Minh City People's Council, term X, 2021-2026.

One of the key contents of the meeting was the election of additional Vice Chairmen of the City People's Committee for the 2021-2026 term. With the majority of votes in favor, the City People's Council elected Mr. Tran Van Bay - Chief Inspector of the City; Mr. Nguyen Cong Vinh - Director of the Department of Finance; and Mr. Hoang Nguyen Dinh - Deputy Head of the Propaganda and Mass Mobilization Department of the City Party Committee to hold the position of Vice Chairmen of the City People's Committee. After the reorganization, the Standing Committee of the Ho Chi Minh City People's Committee has 10 members including Chairman Nguyen Van Duoc and 9 Vice Chairmen: Nguyen Loc Ha, Nguyen Van Dung, Bui Xuan Cuong, Bui Minh Thanh, Nguyen Manh Cuong, Tran Van Bay, Nguyen Cong Vinh, Hoang Nguyen Dinh and Tran Thi Dieu Thuy.

Along with that, the City People's Council elected 3 additional members of the City People's Committee including Mr. Nguyen Toan Thang (Director of the Department of Agriculture and Environment), Mr. Tran Quang Lam (Director of the Department of Construction) and Mr. Pham Huy Binh (Director of the Department of Tourism). The completion of key personnel is considered an important step, contributing to strengthening the leadership apparatus during the period when the city implements many strategic tasks.

Chairman of the Ho Chi Minh City People's Council - Vo Van Minh - commented that this session plays a key role in the process of concretizing the resolution of the City Party Congress, especially after completing the arrangement of administrative units. The People's Council has carefully studied the submissions of the City People's Committee, carefully considered the verification reports of the People's Council committees, and at the same time accepted the enthusiastic comments of the delegates. With a high sense of responsibility, the session passed 43 important resolutions related to many fields.

Mr. Vo Van Minh emphasized that each resolution passed not only has legal significance but also demonstrates the People's Council's political commitment to the people and businesses. This is a promise to continue to remove difficulties, improve the investment environment, perfect institutions and create a clear legal corridor to promote the rapid and sustainable development of Ho Chi Minh City in the coming period. He also requested the City People's Committee and departments, branches and localities to promptly concretize the resolutions into clear and transparent action programs regarding goals, progress, responsibilities and results.

In the coming time, the City People's Council will especially emphasize the task of removing long-standing bottlenecks, from planning, traffic infrastructure to administrative procedure reform and public investment. Promoting the "leverage" role of public investment is expected to create a strong enough pull to stimulate the private sector, contributing to expanding development space and enhancing the city's competitiveness. In addition, Ho Chi Minh City aims to effectively mobilize socialized resources to develop infrastructure, urban embellishment, expand green spaces and public spaces, and improve the quality of life for people.

Digital transformation continues to be an important pillar to improve governance efficiency, perfect the urban government model and improve the quality of public services. Mr. Vo Van Minh also requested units to proactively prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, ensuring compliance with regulations and progress.
