Continuing the program of the 6th session of the 15th National Assembly, on the afternoon of November 9, delegates discussed in groups the draft Law on Organization of People's Courts (amended). The delegation of National Assembly deputies of Ninh Binh province participated in the discussion in group number 12 with the delegations of National Assembly deputies of the provinces: Quang Binh , Hung Yen, Tien Giang.
Discussing in groups, delegate Mai Khanh (National Assembly Delegation of Ninh Binh province) agreed with the necessity of amending the Law to concretize the Judicial Reform Strategy, build a socialist rule-of-law state of Vietnam; overcome shortcomings and obstacles in implementing the current Law; continue to perfect the organizational apparatus, improve the quality, effectiveness, efficiency and prestige of the People's Court; build a professional, modern, fair, strict, honest, serving-the-Fatherland, serving-the-people Court system; fulfill the responsibility of protecting justice, protecting human rights, civil rights, protecting the socialist regime, protecting the interests of the State, protecting the legitimate and legal rights and interests of organizations and individuals.
Commenting on the regulation of the judicial power exercise function of the Court, delegate Mai Khanh said that identifying the Court as the judicial power exercise agency in the Law is very necessary to create a legal basis for the Court to effectively exercise judicial power, contributing to building and perfecting the socialist rule of law state. However, further research is needed to regulate the content of judicial power more clearly, demonstrating the core task of the Court sector is to try cases.
Agreeing with the proposal to rename the People's Court of Appeal instead of the Provincial People's Court, and the People's Court of First Instance instead of the District People's Court, delegates said that this was necessary and that this viewpoint approached the world 's judicial viewpoint, ensuring the independence of the court according to its jurisdiction.
In addition, the delegates also agreed with the proposal to establish a specialized People's Court of First Instance to try certain types of cases and should delegate authority to the Chief Justice of the Supreme People's Court to issue a decision on establishment. In addition, the delegates also gave comments on regulations on judge ranks and grades.

Agreeing with the viewpoint of delegate Mai Khanh on the regulation of the function of exercising judicial power of the Court (Article 3), delegate Tran Thi Hong Thanh (Deputy Head of the Provincial National Assembly Delegation) also suggested that it is necessary to review to supplement and clarify Clause 1 of Article 3, ensuring compatibility with the provisions in Clause 2, Article 3.
Highly agreeing with the regulation of the National Council for Selection and Supervision of Judges, delegates proposed to keep the name of the Council.
In addition, the delegate also suggested considering the proposal to rename the People's Court of Appeal instead of the Provincial People's Court, and the People's Court of First Instance instead of the District People's Court.
Delegates also agreed with not stipulating that the Court has the authority to decide to initiate criminal proceedings in court and proposed establishing a specialized People's Court of First Instance to try certain types of special cases.
During the day, the National Assembly voted to pass the Resolution on the 2024 Socio-Economic Development Plan; Discussed in the hall on adjusting some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; Discussed in the hall on the draft Resolution on piloting some specific mechanisms and policies on investment in the construction of road traffic works.
