Continuing the program of the 7th session of the 15th National Assembly, on the afternoon of May 31, the National Assembly discussed in groups a number of draft resolutions of the National Assembly. The delegation of National Assembly deputies (NA deputies) of Ninh Binh province participated in the discussion in Group No. 12 with the delegations of NA deputies of the provinces: Hung Yen, Ninh Thuan, Quang Binh .
Accordingly, in the discussion session, delegates discussed: Draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; Approval of the State budget settlement for 2022 (including the implementation of regulations in Resolution No. 91/2023/QH15 on approving the State budget settlement for 2021 and Resolution No. 94/2019/QH14 on tax debt relief, debt cancellation of late payment fines, late payment fees for taxpayers who are no longer able to pay the State budget).
Participating in the discussion in the group, delegate Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the National Assembly Delegation of Ninh Binh province agreed with the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; the draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
Regarding the addition of specific mechanisms and policies for Nghe An province, the delegate said that the development and addition of a number of specific mechanisms and policies is aimed at institutionalizing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo, thereby promoting all potentials and advantages to develop Nghe An rapidly, sustainably, worthy of being the socio-economic center of the North Central region. However, according to the delegate, the draft does not have a specific policy for the western region of Nghe An province (localities bordering Laos); there is no specific policy for the issue of preserving and promoting the cultural identity of Nghe An. Agreeing with the specific policies for the development of Da Nang city mentioned in the draft Resolution, delegates proposed that the specific policy on interconnection between district and commune-level officials and civil servants should be applied nationwide to remove difficulties in the current implementation of staff rotation. Participating in the discussion at the Group on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, delegate Tran Thi Hong Thanh (Deputy Head of the National Assembly Delegation of Ninh Binh province) said that the proposal to promulgate is necessary, the policies have closely followed and institutionalized Resolution No. 39 dated July 18, 2023 of the Politburo. Agreeing with the name of the draft Resolution and the regulations on 4 groups of fields with a total of 14 specific mechanisms and policies for the development of Nghe An province, including 4 new proposed policies, delegate Tran Thi Hong Thanh said that the scope of policies for the National Assembly to consider is wide, so she suggested that the Government clarify the practical basis, necessity, and urgency to promulgate additional new proposed policies. At the same time, the Government is requested to assess the impacts more carefully and specifically, both the positive aspects and the challenges, especially the policies affecting the State budget revenue and expenditure, the resources to ensure policy implementation and to assess in more detail the output results of policy implementation.
