On August 28 and 29, 2024, in Hanoi , the Central Inspection Commission held its 46th meeting.
Comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.
At this Session, the Central Inspection Commission reviewed and concluded the following contents:
1- Reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Standing Committee of Bac Giang Provincial Party Committee, the Central Inspection Commission found that:
The Standing Committee of the Bac Giang Provincial Party Committee violated the principle of democratic centralism and working regulations; lacked responsibility, slackened leadership, direction, and inspection and supervision, allowing the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and many organizations and individuals to violate Party regulations and State laws in a number of investment projects implemented by Thuan An Group Joint Stock Company in the province; many cadres and party members, including key cadres of the province, degraded in political ideology, ethics, and lifestyle, violated the Law on Anti-Corruption, violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations have caused serious consequences, risking great damage to State money and property, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Personal responsibility for the above violations and shortcomings belongs to Mr. Duong Van Thai, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial People's Council (expelled from the Party); comrades: Le Anh Duong, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Le Thi Thu Hong, Permanent Deputy Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial People's Council; Le O Pich, member of the Provincial Party Committee Standing Committee, member of the Party Committee, Vice Chairman of the Provincial People's Committee; Lai Thanh Son, former member of the Provincial Party Committee Standing Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Trinh Huu Thang, former member of the Provincial Party Committee, Director of the Department of Planning and Investment; Bui The Son, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Transport; Tran Xuan Dong, member of the Party Committee, Deputy Director of the Department of Transport, former Secretary of the Party Cell, former Director of the Provincial Traffic Construction Investment Project Management Board; Hoang Van Thanh, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Yen Dung District, former Secretary of the Party Committee, Director of the Management Board of Investment and Construction Projects for Traffic and Agricultural Works of the province; Nguyen Kim Phuong, former member of the Party Delegation, Head of the Economic and Budget Committee, People's Council of Bac Giang Province and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Commission decides to take disciplinary action:
- Warning: Party Executive Committee of Bac Giang Provincial People's Committee for the 2021-2026 term and comrades: Le Anh Duong, Le Thi Thu Hong, Le O Pich, Hoang Van Thanh.
- Reprimand: Party Executive Committee of the Provincial People's Committee for the 2016-2021 term, Party Delegation of the Bac Giang Provincial People's Council for the 2021-2026 term and comrades: Lai Thanh Son, Trinh Huu Thang, Bui The Son, Tran Xuan Dong, and Nguy Kim Phuong.
The Central Inspection Commission proposed that competent authorities consider and discipline the Standing Committee of the Bac Giang Provincial Party Committee for the 2020-2025 term.
The Central Inspection Commission requested the Standing Committee of the Bac Giang Provincial Party Committee to lead and direct the timely correction of violations and shortcomings pointed out; and to discipline relevant party organizations and party members according to the conclusion of the Central Inspection Commission.
2- Reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Standing Committee of Lai Chau City Party Committee, Lai Chau province, the Central Inspection Committee found that:
The Standing Committee of Lai Chau City Party Committee violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the City People's Committee and many organizations and individuals to violate Party regulations and State laws on land management and use; and implemented urban development projects in the area for a long time but were slow to detect and handle them.
The above violations have caused serious and difficult-to-remedy consequences, risked loss of State money and assets, caused bad public opinion, reduced the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Personal responsibility for the above violations and shortcomings belongs to the following comrades: Vuong Van Thang, former member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council; Luong Chien Cong, member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism, former Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Nguyen Xuan Tu, former Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Minh Tuan, former member of the City Party Committee Standing Committee, Vice Chairman of the City People's Committee; Bui Huu Cam, member of the City Party Committee, Vice Chairman of the City People's Committee; Le Ba Anh, former member of the City Party Committee, Vice Chairman of the City People's Committee and a number of other party organizations and party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Commission decides to take disciplinary action:
- Warning: Standing Committee of Lai Chau City Party Committee for the 2015-2020 term and comrades: Vuong Van Thang, Luong Chien Cong, Nguyen Xuan Tu, Pham Minh Tuan, Bui Huu Cam, Le Ba Anh.
The Central Inspection Commission requested the Standing Committee of Lai Chau Provincial Party Committee to lead and direct the timely correction of violations and shortcomings pointed out and to discipline relevant party organizations and party members according to the conclusion of the Central Inspection Commission.
3- Considering the Report proposing disciplinary action against a number of party members who violated the regulations at the Party Committees of Hoa Binh province and Ho Chi Minh City, the Central Inspection Committee found that:
Comrades: Ngo Ngoc Duc, former member of the Provincial Party Committee Standing Committee, Secretary of the Hoa Binh City Party Committee, Hoa Binh Province; Nguyen Thi Hong, former member of the City Party Committee Standing Committee, Vice Chairwoman of the City People's Committee; Le Duy Minh, City Party Committee member, Party Committee Secretary, Director of the Department of Finance of Ho Chi Minh City have degraded in political ideology, morality, lifestyle; violated Party regulations, State laws in performing assigned duties and tasks; in preventing corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, negatively affecting the reputation of the Party organization, agency, locality, and work unit, to the extent that disciplinary action must be taken.
Pursuant to Party regulations, the Central Inspection Committee requests competent authorities to consider and discipline comrades Ngo Ngoc Duc, Nguyen Thi Hong, and Le Duy Minh.
4- Also at this Session, the Central Inspection Commission reviewed and concluded a number of other important contents.
