“We are living in an era of profound change in human history. The Fourth Industrial Revolution, digital transformation, green transformation, and the rise of the knowledge economy are reshaping the global map of power, economy, and society.
In that context, Vietnam is facing a historic opportunity to break through, rise up, keep up, progress together and co-create, and realize the aspiration of becoming a developed, high-income, powerful and prosperous country by 2045,” said Deputy Prime Minister Bui Thanh Son at the talk show “Contemporary Smart Generation” held within the framework of the Autumn Economic Forum 2025 in Ho Chi Minh City on the morning of November 25.
According to Mr. Son, the Government clearly understands that the only way to realize that aspiration is to rely on innovative intelligence and science and technology. The Vietnamese Government is taking drastic actions to create the foundation for a digital nation, a digital society and a green economy. “We do not see this as just a trend, but as an imperative for the future,” the Deputy Prime Minister affirmed.

According to a report at the event, it is forecasted that by 2030, the world will lack about 85 million highly skilled workers. In Vietnam and Ho Chi Minh City, the need to develop high-quality human resources is even more urgent as the city aims to become a center of innovation and knowledge economy, but the skills gap and shortage of STEM (Science, Technology, Engineering and Mathematics) human resources still exist.
In this context, the young generation of Vietnam plays a key role: They possess a global mindset, the ability to master technology and creativity, and are the key force leading the green - digital transformation, enhancing the competitiveness and international position of Ho Chi Minh City.

Speaking at the event, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said: "We are living in an era where technology, intelligence and data are reshaping every aspect of life. Changes in the way we communicate, work, think, everything is happening faster than ever.
Big opportunities, big challenges. In that flow, Ho Chi Minh City is not left out. After merging 3 localities, the City is in a period of strong transformation to become an international megacity, a center of innovation, technology, finance and knowledge of the whole country.
The Chairman of the Ho Chi Minh City People's Committee emphasized the role of the young generation when he said that if someone asked: "What is the strongest motivation to carry out the above mission?", in addition to the usual answers such as finance, technology, infrastructure... he himself said that the biggest concern is human resources, and young people are indispensable.
Ho Chi Minh City leaders also said that Ho Chi Minh City has been implementing three important tasks on digital transformation, including:
Invest heavily in Digital Infrastructure: Develop broadband infrastructure, 5G coverage, and build an open data platform so that young people can access and use urban data to develop smart applications and solutions.
Invest in Human Resources: Partner with universities and research centers to train high-tech experts, AI engineers, and data scientists, ensuring you have the skills to lead the digital economy.
Perfecting the Innovation Ecosystem: Providing mechanisms and policies to support breakthrough startups; building innovation hubs, and most importantly, creating an open legal environment that accepts experimentation (sandbox) for new ideas to take flight. In the coming time, Ho Chi Minh City will continue to perfect policies, expand the innovation space and create the best opportunities for every young person to learn, experiment, develop and shine.
“The goal of Ho Chi Minh City is not only to be an economic center, but also an innovation center, a smart and sustainable super city, where ambition, aspiration, creativity and breakthroughs are most strongly promoted,” Mr. Duoc said.
He also called on the young generation to take immediate action: Study and acquire the best knowledge of science and technology for the places where they live and work, thereby joining hands to build the future.
Vietnam needs to turn its golden population advantage into a "golden mindset"
According to experts, AI has been, is and will be entering our daily lives - from the way we learn, work, communicate... to entertainment. Therefore, popularizing and understanding AI is more necessary than ever.
Vietnam has the advantage of a young workforce, with the rate of STEM students in Vietnam being higher than the Southeast Asian average. In addition, AI startups in Vietnam are founded and operated by young teams with many exemplary role models.
The big problem today is how to provide technological skills to the young generation, transforming the "golden population" into "golden thinking" or "golden capacity" if young people do not proactively strive to improve themselves, equip themselves with knowledge and discipline to lead the times.
Mr. Stephan Mergenthaler - CEO of the World Economic Forum - shared that the "gap" in technology skills has been, is and will be the main factor holding back future development, with up to 63% of businesses sharing this view.

Many people are worried that AI will "steal jobs" and replace humans, but experts say this is a misconception. AI and humans do not compete with each other, but complement each other to improve work efficiency.
“It should not be seen as a threat but as an opportunity. Therefore, universities need to focus on connecting the pieces of the picture together, popularizing knowledge about AI and especially orienting students to use AI responsibly,” said Mr. Stephan Mergenthaler.
According to Mr. Stephan Mergenthaler, technology is leading the world, in which AI is developing exponentially. Thanks to AI, in the future the world will have more new creative economies, and will discover more skills that we do not know yet.
For example, the current content creator economy, according to experts, is a new industry created by technology. With the acceleration of smart software, the barrier to entry into the content creation industry is getting lower and lower, making it easier for people to create engaging content.
Overall, AI is both creating pressure to change jobs, but also opening up new opportunities in renewable energy, the circular economy and environmental technology.
The Autumn Economic Forum 2025 is an international dialogue event hosted by Ho Chi Minh City, taking place from November 25 to 27. With the theme "Green transformation in the digital age", the Forum brings together government leaders, ministers of countries, leaders of international organizations such as the World Economic Forum (WEF), experts and business leaders.
On November 25, the Forum opened with an inspirational talkshow for young people and the CEO500 - TEA CONNECT program, connecting government leaders, WEF leaders and more than 500 global CEOs. The same evening, an official reception was held, hosted by the Ho Chi Minh City People's Committee.
November 26 is the focus of the forum, with a plenary session and five strategic reports on green transformation, smart economy, megacity governance, manufacturing and global supply chains.
The afternoon will see a dialogue between leaders of ministries, sectors and international experts, followed by a direct exchange between the Prime Minister and WEF Managing Director Stephan Mergenthaler.
November 27 focuses on field activities at CMC Data Center and Galaxy Innovation Hub, seminars with Vietnamese experts abroad, as well as a program connecting Vietnamese and Chinese businesses.
The same evening took place the Global C4IR Networking Night - held for the first time in Vietnam with the participation of 15 C4IR centers around the world.
