The ceremony was solemnly organized by the Central Executive Committee of the Communist Party of Vietnam , the President, the National Assembly, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front and Hanoi City.
In his speech at the ceremony, President Luong Cuong reviewed the important historical milestones of the Lao Revolution, affirming that under the leadership of the Lao People's Revolutionary Party, the Lao people were united, resilient, and achieved many glorious victories. The establishment of the Lao Itxala Government in 1945 and the birth of the Lao People's Democratic Republic in 1975 opened an era of independence and freedom for the Lao people.
Over 50 years of development, Laos has achieved many outstanding achievements: stable politics and society, strong national defense and security, constantly improving people's lives, per capita income increased nearly 20 times in four decades, increasingly expanding foreign relations and constantly strengthening international position.

On behalf of the Party, State and people of Vietnam, the President sent warm congratulations to the leaders and people of Laos on the historic achievements over the past 50 years. He expressed his sincere respect and tribute to President Kaysone Phomvihane – an outstanding leader, founder of the Lao People’s Revolutionary Party and a loyal friend of Vietnam. President Kaysone’s life and ideology are considered a precious legacy, continuing to guide the development of Laos in the new era.
The President emphasized that the special relationship between Vietnam and Laos and Laos and Vietnam is a priceless asset, built and nurtured by many generations of leaders and people of the two countries, with their efforts, intelligence and even blood. This is a relationship "unique in world history", a fulcrum for the present and the future. He reiterated President Kaysone's words about preserving the Vietnam - Laos relationship as a "precious gem" - the crystallization of the deep affection and sacrifices of the two peoples.

Referring to President Ho Chi Minh, the President affirmed that his thoughts on the close relationship between the two countries still hold true. Vietnam is always proud of and appreciates the companionship and sharing of the Lao people throughout the struggle for independence as well as the process of national construction.
The President affirmed that Vietnam will continue to strongly and comprehensively support Laos’ cause of innovation and development; at the same time, he pledged to do his utmost to consolidate the great friendship, special solidarity and comprehensive cooperation between the two countries. In the context of many changes in the world and the region, the close coordination between the two Parties and the two States continues to bring about important results, contributing to deepening the Vietnam-Laos relationship in all fields.

In his speech, Lao Ambassador to Vietnam Khamphao Ernthavan expressed his deep gratitude for the loyal and steadfast affection that the Vietnamese leaders and people have shown to Laos throughout the struggle for independence and 50 years of national construction. The Ambassador emphasized that this special bond is a testament to the rare solidarity between the two peoples.
Reviewing important milestones in the history of the Lao revolution, the Ambassador affirmed that the birth of the Indochinese Communist Party in 1930 and the Ai Lao Regional Party Committee in 1934 laid the foundation for the struggle movement. From the victory in 1945, to the Geneva Agreement in 1954 and the establishment of the Lao People's Revolutionary Party in 1955, the Lao people gradually asserted their autonomy. The establishment of the Lao People's Democratic Republic on December 2, 1975 marked the complete victory of the national democratic revolution and opened a new era for the country.
The Ambassador stated that in 50 years of nation building and especially 40 years of renovation, Laos has achieved many important achievements in all fields. The Party's leadership role continues to be consolidated; the mass movement, poverty reduction and rural development have developed strongly, strengthening the great national unity bloc. The state apparatus has been improved, the law has been perfected towards building a people's democratic rule-of-law state. The socio-political situation has remained stable; independence, sovereignty and territorial integrity have been ensured; national defense and security have become increasingly strong. In foreign affairs, Laos has expanded international cooperation and upgraded relations with many strategic partners.

Speaking about the Laos-Vietnam relationship, the Ambassador affirmed that the great friendship, special solidarity and comprehensive cooperation between the two countries, established by President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong, has always been preserved and promoted despite all fluctuations in the regional and world situation. This is an invaluable asset, a decisive factor in the success of each country's revolution. The Ambassador expressed his sincere thanks for the wholehearted and selfless support that Vietnam has given to Laos.
Congratulating Vietnam on its development achievements after nearly 40 years of renovation, the Ambassador affirmed that Laos will continue to work with Vietnam to foster a special relationship that is "forever green, forever sustainable".
