
Digital transformation and the cohesion of the Front
On the morning of November 29, according to the reporter of Tin Tuc and Dan Toc newspaper, the delegates attending the Congress unanimously agreed that this was an event of special significance, taking place in the context of Ho Chi Minh City operating a two-level government model and promoting the digital transformation and administrative reform program. The decisions adopted at the Congress are therefore expected to create a new step in the quality of operations of the Front system, contributing to improving the ability to meet the increasing demands of the people in the period of strong development.

Ms. Doan Thi Thanh Thuy, Chairwoman of the Vietnam Fatherland Front Committee of Phu Tho Ward, said that digital transformation is currently becoming a key task at the grassroots level. In recent years, the youth force has played a pioneering role, supporting people to access technology, perform online public service procedures, and use smart urban applications. Thanks to the persistent companionship of the youth, many people, especially the elderly and disadvantaged households, have gradually overcome their fear and formed the habit of using digital utilities in their daily lives. The ward Front also regularly coordinates to organize training and provide guidance on digital skills, helping the community access technology more proactively and confidently.
From that reality, Ms. Thanh Thuy hopes that the 1st Congress of the Vietnam Fatherland Front in Ho Chi Minh City will propose specific action programs to strengthen the digital capacity of grassroots Front officials, including investing in equipment, technical infrastructure and organizing systematic training courses. According to her, when fully equipped with means and skills, Front officials will serve the people more effectively, and at the same time bring the digital transformation policy closer to the community in a practical way.

Sharing the same expectation of innovation, Ms. Doan Thi Huong, Chairwoman of the Khanh Hoi Ward Fatherland Front Committee, said that this Congress is even more meaningful after the process of reorganizing, streamlining the apparatus and operating the two-level government model. Therefore, grassroots officials hope that the Congress will propose policies that are close to reality, continue to care for people's lives and create new momentum for the city's development.
Regarding digital transformation, Ms. Doan Thi Huong proposed that the city should strengthen training and foster technology skills for Front officials at all levels, and at the same time invest in facilities and equipment at reception points so that wards and communes have favorable conditions to deploy online public services. When fully supported, grassroots officials will effectively play the role of a bridge between the government and the people, helping people access technology easily and conveniently.

From a community perspective, Ms. Salymah, Head of Ward 18, Binh Tien Ward, also expressed her hope that the Congress would pay more attention to the lives of ethnic minorities, especially the Cham community in the city. According to her, if social security and support policies are implemented synchronously and appropriately to the characteristics of each cultural group, they will help people have the opportunity to rise up, stabilize their lives and develop independently and sustainably.
Ms. Salymah believes that the ethnic minority community is always ready to accompany the Fatherland Front in grassroots movements, joining hands to realize the city's development goals. Each individual and each residential group can contribute with a sense of responsibility, solidarity and community awareness, together aiming to build a civilized, modern, affectionate and unique Ho Chi Minh City.
New consensus for the development phase
In the context of Ho Chi Minh City entering a new development phase with higher requirements on governance and quality of service to the people, Ms. Truong Thi Bich Hanh, Member of the Standing Committee of the City Party Committee, Permanent Vice President of the Vietnam Fatherland Front Committee of Ho Chi Minh City, said that the Front system needs to continue to strongly innovate to gather people's hearts and strengthen social consensus.
According to Ms. Hanh, in the 2025 - 2030 term, the Vietnam Fatherland Front of Ho Chi Minh City determined the direction of activities revolving around the axis of "1 breakthrough - 2 focuses - 3 key points", aiming to improve the efficiency of serving people and increase the spread of mobilization movements.

The breakthrough is to build a “Digital Front” and “Digital Popular Education”, bringing digital transformation into the entire working process and interaction with the people. The two focuses include implementing democracy at the grassroots level according to the motto “People know, people discuss, people do, people inspect, people supervise, people benefit” and effectively participating in the implementation of the Central Committee's pillar resolutions.
The three key points focus on building a civilized, modern, humane, green, clean and beautiful Ho Chi Minh City; enhancing the role of the Front in social security work, policies for people with meritorious services and building a united, safe and self-governing residential area. Ms. Hanh affirmed that the City Front will continue to innovate its approach, "leaving no one behind" in the development process.
At the same time, Mr. Bui Thanh Nhan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Chairman of the Ho Chi Minh City Labor Federation, said that the Trade Union has played an important role in propagating and mobilizing workers to implement the Party's guidelines and the State's policies, while taking practical care of workers' lives. These activities have contributed to strengthening workers' trust in the Trade Union organization, further strengthening the relationship between workers and the Front system.

Mr. Nhan said that in the coming time, the Ho Chi Minh City Trade Union will continue to strengthen supervision and social criticism, especially on issues directly related to workers such as wages, employment, social security and safe working environment. The Union will also closely coordinate with socio-political organizations to create a combined strength in caring for the welfare, improving living and working conditions of union members and workers in the context of the city promoting digital transformation and developing a knowledge-based economy.
Ms. Vo Ngoc Thanh Truc, Vice President of the Vietnam Fatherland Front Committee of Ho Chi Minh City, President of the Women's Union of Ho Chi Minh City, said that the Women's Union has made many efforts to innovate its operating methods in the new model under the Fatherland Front. She said that in the coming time, the Union will focus on two major tasks such as promoting economic development - sustainable poverty reduction among women and fostering digital capacity for officials and members to adapt in the context of digital transformation. At the same time, the Union will continue to participate in giving opinions, criticism and proposing policies related to social security, ensuring safety for women and children - vulnerable groups in the process of urban development.

Ms. Vo Ngoc Thanh Truc added that in the coming time, the Association will continue to closely accompany the Fatherland Front system, promoting the sense of responsibility and creativity to implement practical care programs for women and children. In addition, the Association will also focus on supporting livelihoods, improving digital capacity for members, protecting the safety of women and children in urban environments and participating in criticizing social security policies. These efforts contribute to building a civilized, modern, compassionate and safe Ho Chi Minh City for every family.
The Committee is expected to have 168 members, with 146 at the consultative congress; the Standing Committee consists of 9 members; 7 non-professional Vice Chairmen are expected, with 6 consulted. Personnel are prepared to ensure standards, structure and representativeness. The congress aims to promote the strength of great solidarity, mobilize social resources and consolidate consensus, contributing to building a clean and strong Party and government.
