In addition to 23 industrial zones (IPs) in Nghi Son Economic Zone (KKTNS), according to the planning until 2030, Thanh Hoa province has approved 19 IPs with an area of 6,045 hectares and after 2030 about 6,809 hectares. Along with continuing to deploy infrastructure of IPs already in the planning, the work of establishing, appraising and implementing new IPs is being thoroughly implemented by Thanh Hoa province, with the goal of soon shaping new modern and potential IPs.
Perspective of Giang Quang Thinh Industrial Park (Thieu Hoa district).
In Thanh Hoa City, the industrial parks in the heart of the city have for many years revealed inadequacies in area and traffic, reflecting the limitations in the planning vision from 20 years ago. Recently, the implementation of a number of industrial parks in areas bordering Thanh Hoa City is opening up opportunities for the relocation and expansion of cramped production facilities in the heart of the city, as well as the formation of new, more modern and synchronous industrial parks.
Typically, recently, the People's Committee of Thanh Hoa province has just issued a decision approving the 1/2000 scale construction zoning plan of Phu Quy Industrial Park (WHA Smart Technology Industrial Park) with a total area of 540 hectares, ranking 3rd in scale among existing and planned industrial parks in Thanh Hoa province (after Bim Son Industrial Park and Lam Son - Sao Vang Industrial Park).
According to the assessment of the Management Board of the Economic Zone and Industrial Parks, the Phu Quy Industrial Park project is expected to take advantage of its important traffic location, being the gateway to the center of Hoang Hoa district, adjacent to Thanh Hoa city and neighboring districts, and being the intersection of traffic routes of economic zones, seaports, and airports. This is considered an area with potential for industrial development, especially light industry, prioritizing high-tech industry, and will focus on attracting foreign enterprises with supporting industries, high-tech industry, and environmentally friendly industries, thereby contributing to the economic growth of Thanh Hoa province, shifting the economic structure, creating favorable conditions to attract investors, promoting the urbanization - industrialization process of Thanh Hoa province, the North Central region and the whole country.
With an estimated investment capital of up to thousands of billions of VND, the project is invested by a reputable investor in the field of industrial park infrastructure - WHA Group (Thailand). It is known that WHA Group is a leading developer in the field of logistics and industrial utility solutions in Thailand. Along with financial capacity and experience, with the available ecosystem of secondary investors of WHA Group, it is expected that a new modern industrial park will soon appear, creating high added values contributing to the structure and value of industrial products of the province.
In addition, in Thanh Hoa province, in addition to Phu Quy Industrial Park, WHA and the Management Board of the Economic Zone and the provincial Industrial Parks have also signed a memorandum of understanding on the investment study of the Giang Quang Thinh Industrial Park project (Thieu Hoa). Recently, the Provincial People's Committee has also sent a document asking for opinions from relevant ministries and branches on the 1/2000 scale Construction Zoning Plan for this Industrial Park.
It is known that with a total planning research area of nearly 349 hectares. Of which, the industrial park construction area is more than 298 hectares and the land outside the industrial park is more than 50 hectares, Giang Quang Thinh Industrial Park functions as a multi-industry industrial park, applying high technology, environmentally friendly, aiming at industry 4.0, prioritizing electronics industry, high-tech industry. When put into operation, the industrial park will create jobs for about 30,000 workers. The formation of this industrial park is expected to attract and serve the needs of investors in the neighboring areas of Thanh Hoa city due to the synchronous connection of technical infrastructure of Thieu Hoa district, NSZ and existing industrial parks.
Currently, in addition to 7 industrial parks associated with large investment projects and have been filled in the NSK, attracting investment in secondary projects in the industrial parks is still limited. For example, by 2023, the average occupancy rate of industrial parks in the NSK was 33.1%; Bim Son Industrial Park 66.1%; Lam Son - Sao Vang Industrial Park 1.7%; Thach Quang Industrial Park 6.1%. The main reason leading to this situation is due to the lack and weakness of the infrastructure of the industrial parks, especially the lack of clean land to be able to immediately implement the project.
In addition, most of them are small in scale, have not attracted many projects for processing products after petrochemical refining, supporting industry projects, large-scale industrial projects, high technology, and production of products with high added value. Therefore, in addition to the effectiveness in creating many jobs for workers in some garment and footwear projects, the socio-economic efficiency of other projects has not been clearly demonstrated.
In the first months of this year, the Provincial People's Committee also approved the construction planning project of Tuong Linh Industrial Park (Nong Cong); completed the planning project of the industrial park in the West of Thanh Hoa City; continued to develop the planning project of Ha Long Industrial Park (Ha Trung) and the planning project of Bac Hoang Hoa Industrial Park (Hoang Hoa). Attracting industrial park infrastructure projects with the selection of reputable investors with experience in this field is expected to create a new breakthrough in the development of industrial parks in Thanh Hoa province, with quality capital flows from multinational corporations.
