Phiêng Khoài is a unique border commune with over 21 km of border shared with Xieng Kho district, Hua Phan province (Laos). The commune has 30 villages, 6 of which are border-adjacent. The terrain here is mainly rugged hills and mountains, with many spontaneous trails and openings, posing considerable difficulties for local management. Furthermore, the population is primarily ethnic minorities with long-standing kinship ties and cross-border marriages, creating a complex security situation, particularly regarding drug trafficking and illegal immigration.
Faced with these challenges, the commune's police force proactively developed plans and closely coordinated with the Chiềng On Border Guard Post and the commune 's military forces to implement measures to ensure security and order. The coordinated operations between the forces were maintained regularly and continuously, preventing any passive or unexpected situations.
Lieutenant Colonel Pham Quang Huy, Deputy Head of the Phieng Khoai Commune Police, shared: "From the beginning of the year, the unit has advised the local Party committee and government to develop a plan for inter-agency coordination. The focus is on organizing patrols and controls in the border area, protecting the border marker system, and strengthening the monitoring of individuals with suspicious behavior related to illegal immigration and the transportation of goods across the border."

Beyond professional measures, the Phiêng Khoài Commune Police also focuses on building a people's security network at the grassroots level. Currently, the entire commune maintains 30 security and order teams in the villages, 144 self-governing neighborhood groups, and 30 crime reporting mailboxes located at the community center. Thanks to this, many valuable pieces of information have been provided promptly by the people, helping the authorities detect and handle incidents early, preventing the formation of "hot spots."
The close cooperation between law enforcement and the people has become a key factor in maintaining security and order. The people are no longer "outsiders," but have become "eyes and ears," "living landmarks" contributing to the protection of territorial sovereignty . Thanks to the effective implementation of various solutions, the security and order situation in Phiêng Khoài commune has remained basically stable.
Since the beginning of the year, the commune police have detected, arrested, and prosecuted two cases involving two individuals for drug-related crimes, seizing numerous related exhibits. Although the number is not large, it demonstrates the proactive and decisive efforts of the local police force in combating crime.
In particular, border patrol and control work is maintained rigorously with 3 inter-agency task forces operating regularly. Every day, these task forces trek through forests and mountains, patrolling along the border from marker 228 to 234. These quiet footsteps have contributed to the strict control of people and vehicles crossing the border, promptly detecting and preventing violations of the law such as illegal entry and exit, and smuggling.
Lieutenant Colonel Lo Van Hiep, Political Officer of Chieng On Border Guard Station, said: "The unit always closely coordinates with the commune police and military forces in patrol and control work, while also promoting propaganda and mobilizing the people to strictly abide by the Party's guidelines and policies and the State's laws. In addition, working groups regularly go down to the grassroots level to gather information, promptly detect and handle emerging issues, and avoid being caught off guard in any situation."

In addition to focusing on combating crime, the police and border guards also prioritize community outreach. Legal awareness campaigns and visits to individual households to encourage people not to abet criminals or illegally cross the border have contributed to raising legal awareness within the community.
In Lao Kho village today, security and order have been maintained, and the lives of the ethnic people here have seen positive changes. Despite being an area with many trails and open paths posing potential risks, the village has maintained its title as a "drug-free village" for the past five years. This is the result of the decisive involvement of the local government, law enforcement agencies, and especially the unity of the people.
With over 80 years of age, Mr. Trang Lao Tra, a resident of Phieng Khoai 1 village, shared with enthusiasm: “We are regularly visited by the police and border guards who provide guidance on complying with the law. When we see strangers or suspicious signs, we report them immediately. Thanks to the regular patrols, we feel very secure in our work and production.”
The peace and tranquility of each village today is the result of countless silent efforts. These include nights of patrolling in the freezing cold, days of trekking through forests and crossing streams, and times facing danger to protect every inch of the borderland. When security and order are ensured, the lives of the people gradually stabilize and develop. The ethnic people in Phiêng Khoài are able to produce with peace of mind, expanding livestock farming and cultivation, and gradually improving their living standards. The lush green cornfields and rice paddies are not only the fruits of their labor but also a testament to the peace and security of the nation's border region.
