A 'shield' of legal aid for youth from the grassroots level.

The situation regarding juvenile delinquency in Ninh Binh province is becoming increasingly complex. In response to this, the Ninh Binh Provincial State Legal Aid Center not only protects the legal rights and interests of young people in specific cases but also promotes early and remote legal education at the grassroots level. This activity aims to guide behavior and build a safe, law-abiding school environment.

Alarming increase in public disorder caused by minors.

In March 2026, the People's Court of Region 1 - Ninh Binh held a first-instance trial for a criminal case against 62 defendants charged with "Disrupting public order." This is the case with the largest number of defendants ever brought to trial in Ninh Binh province.

The case attracted significant public attention due to the large number of people involved and the violent nature of the participants, including 54 defendants who were minors (under 18 years old). Many of them were still students at schools in the province.

According to Mr. Vu Ngoc Hung, Head of the Professional Department of the Ninh Binh Provincial State Legal Aid Center, in this case, the Center provided legal defense for 54 defendants eligible for legal aid, who were accused of crimes and were between the ages of 16 and 18.

Mr. Vu Ngoc Hung believes that some of the main reasons leading to young people violating criminal law are that they are minors, their psychological and physiological development is not yet complete, and their awareness of the law is limited, leading to violations. Another reason is that lax family supervision allows children free access to transportation, and inadequate management of their daily routines is also a direct cause of these unfortunate consequences.

Furthermore, the rapid development of information technology, social media, and violent games has a significant impact on the psychological and emotional development of children. Without proper guidance and a healthy environment, they are more likely to drop out of school, engage in freelance work, and consequently, be easily drawn into negative behaviors, leading to an increased risk of violating the law. Therefore, during the process of defending and providing legal assistance, the Center's staff integrate legal counseling and education activities to help raise awareness and guide the behavior of juvenile defendants.

According to a report by the Ninh Binh Provincial State Legal Aid Center, the situation regarding criminal offenses committed by minors has become increasingly complex, primarily focusing on acts of disturbing public order. In 2025, the Center assigned legal aid lawyers to defend over 1,000 cases of children and accused persons aged 16 to under 18 who are eligible for legal aid. Since the beginning of 2026, the Center has assigned legal aid lawyers to defend 165 cases of children and accused persons aged 16 to under 18 who are eligible for legal aid, including 106 cases of "disturbing public order".

Efforts to guide behavior through grassroots legal aid services.

Faced with this alarming situation, the Ninh Binh Provincial State Legal Aid Center has decisively implemented comprehensive solutions to create a solid legal "shield" for the younger generation. Beyond protecting the legal rights and interests of children in specific cases, the Center has also intensified efforts to disseminate legal knowledge at the grassroots level.

In April, the Ninh Binh Provincial State Legal Aid Center intensified its efforts by organizing six communication conferences on legal aid and the dissemination and prevention of criminal law violations among minors. These conferences were held at Nghia Hung Secondary School, Nghia Hung A High School, Nghia Hung Vocational Education and Continuing Education Center, Quy Nhat facility, Nghia Thai Secondary School, and Nguyen Hue A Secondary School, attracting over 5,000 students and distributing more than 5,000 legal leaflets.

Through a flexible and practical approach, legal aid providers have transformed dry legal principles into engaging lessons on behavior and responsibility. Direct counseling sessions at schools and realistic hypothetical scenarios help students clearly identify the line between momentary impulsiveness and serious legal consequences. This activity not only raises awareness and guides the behavior of young people but also gradually fills the "gaps" in management and education.

Mr. Pham Duy Hung, Deputy Director of the Ninh Binh Provincial State Legal Aid Center, affirmed that in the coming time, the unit will decisively implement key solutions to improve the effectiveness of preventing juvenile crime. Specifically, the Center will proactively advise, contribute, and propose amendments and additions to legal regulations to optimally protect the rights and improve the effectiveness of handling violations committed by minors. The unit will continue to innovate legal communication by strengthening dissemination in schools and communities in a flexible manner, tailored to the psychology of different age groups; and making maximum use of digital platforms and social media to spread knowledge and skills to prevent legal violations among young people.

Furthermore, the Center focuses on providing legal assistance from the initial stages of litigation; improving the working skills and providing psychological support to its team of legal aid providers. The Center promotes the role of connecting families, schools, and the government in managing, providing psychological counseling, and educating life skills, building a safe development environment for young people.

Through decisive action and a comprehensive approach, the Ninh Binh Provincial State Legal Aid Center is striving to realize the goal of preventing legal violations early and proactively. These synchronized solutions not only address the consequences but also aim to build a strong "barrier" of awareness, sustainably protecting the future of the younger generation and maintaining social peace.
