The training course attracted the participation of over 130 trainees who are key cadres at the grassroots level, including Party cell secretaries, village chiefs, heads of the Fatherland Front (FF) working committees of villages, hamlets, and residential groups from the communes of Khun Ha, Ta Leng, Binh Lu, Ban Bo, Nam Tam, Sin Suoi Ho, Pa Tan and Pu Sam Cap, Pa Tan, Pu Sam Cap, and representatives of specialized departments and units under the Department of Culture, Sports and Tourism of Lai Chau.

Over the past years, Lai Chau province has considered grassroots information work as the most effective channel to bring the Party's guidelines and policies; the State's policies and laws closer to the people, while reflecting the people's legitimate aspirations and wishes to the Party committees and authorities at all levels. In remote areas, scattered residential areas with a high proportion of ethnic minorities like Lai Chau, the grassroots propaganda team is the force that directly "connects the information circuit" in the community - the place closest to the people, with the ability to quickly influence social awareness and behavior, contributing to creating consensus among the people and spreading the propaganda effect widely.
Speaking at the opening of the training course, the leader of the Department of Culture, Sports and Tourism emphasized that the organization of the training course not only helps to supplement knowledge and professional skills, but also aims to improve political awareness, management capacity and implementation of information and propaganda activities, meeting the requirements of the grassroots information system in the context of strong digital transformation, multi-platform communication and rapidly changing social life. This is a practical activity to achieve the goal of reducing information poverty from a people-centered perspective, ensuring that people in disadvantaged areas have equal, open, safe and reliable access to information.

At the training class, trainees were informed by the presenters about key topics including basic issues on grassroots information; skills in organizing propaganda and oral propaganda; skills in resolving conflicts and handling media crises in the community; methods of applying digital technology in information and propaganda work; organizing flexible propaganda models suitable for villages and hamlets; detecting and identifying fake news and toxic information; ways to operate digital communication channels at the grassroots level, effectively exploiting social networking platforms within the legal framework; skills in coordinating forces to maintain a transparent two-way information flow, ensuring information is fast but correct, accurate and has a positive orientation.
In particular, the content of conflict resolution and media crisis management is focused on because this is an essential skill that helps grassroots forces respond promptly to sensitive situations such as community conflicts, interest disputes, or information incidents that spread quickly and affect people's lives. Students practice scenario handling, analyze hypothetical media crisis models associated with the local context, thereby helping to increase the ability to operate, handle reality, and maintain political stability.
