Lai Chau: Organizing a joyful, healthy, safe, and economical Lunar New Year celebration in 2026 (Year of the Horse).

With the spirit of comprehensively caring for the lives of the people, ensuring that everyone and every family can enjoy a safe and healthy Lunar New Year celebration, and promoting the recovery and development of production and business in all fields, the Chairman of the People's Committee of Lai Chau province has signed and issued a Directive on organizing the Lunar New Year celebration in 2026.

In 2025, amidst the strong implementation of the organizational streamlining revolution and the restructuring and operation of the two-tiered local government system by the Central and provincial governments, a new impetus and momentum have been created for the entire country to enter a new era – an era of national growth, prosperity, and strength. Many major, historically significant policies and decisions of the Party and State have been issued, contributing to resolving bottlenecks and affirming the determination to create breakthroughs in development. Along with this momentum, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have focused on leading, directing, and implementing tasks decisively and comprehensively, achieving outstanding results in various fields: the economy continues to develop, exceeding the economic growth target; per capita GRDP and local budget revenue have increased significantly; agricultural production has been maintained and developed; cultural and social activities continue to show positive changes; and the quality of education has continuously improved. National defense and security are maintained, borders are stable, social order and safety are controlled; foreign affairs and international cooperation are strengthened.

To decisively and effectively implement Directive No. 55-CT/TW dated December 22, 2025, of the Party Central Committee on organizing the Lunar New Year of the Horse in 2026; and Directive No. 36/CT-TTg dated December 31, 2025, of the Prime Minister on organizing the Lunar New Year of the Horse in 2026 in a joyful, healthy, safe, and economical manner; and to promote the recovery and development of production and business in all sectors, the Chairman of the Provincial People's Committee requests the heads of provincial departments and agencies, and the chairmen of the People's Committees of communes and wards to focus on effectively carrying out several key tasks.

Accordingly, the Provincial People's Committee assigned the Department of Industry and Trade to take the lead in monitoring and closely following market developments, directing the implementation of solutions to ensure a balance between supply and demand, preparing sources of goods for essential items and goods with high consumer demand, ensuring quality, and fully and promptly meeting the needs of the people, preventing shortages and disruptions in supply that could lead to unreasonable price increases. The Department will also promote the implementation of market stabilization programs; strengthen supply-demand connection activities and trade promotion; and organize the program to bring Vietnamese goods to rural areas, remote areas, and border regions.

Directing businesses producing and trading essential goods and items in high demand during the Lunar New Year to plan for ensuring a continuous and sufficient supply to the market at reasonable prices; directing units and businesses trading in petroleum products to ensure the supply of petroleum products to the market during the end of the year and the Lunar New Year; promptly detecting and strictly handling acts of commercial fraud, production and trading of counterfeit and substandard goods, speculation, and hoarding to drive up prices and gain illicit profits. Ensuring a continuous and safe supply of electricity and water for people and businesses.

The Department of Finance, in coordination with provincial departments, boards, and agencies; and the People's Committees of communes and wards, proposes to the Ministry of Finance the allocation of national reserve goods to the correct recipients, ensuring social security, and preventing people from going hungry during the Lunar New Year and the lean season; closely monitors price and market developments, especially for essential consumer goods and services, and items subject to price stabilization, promptly directing and taking strict measures to handle violations of price laws within its authority. It also closely coordinates with relevant agencies to strengthen inspection and control to prevent smuggling, commercial fraud, the sale of counterfeit goods, substandard goods, and goods of unknown origin, especially during the end of the year and the Lunar New Year.

The Department of Agriculture and Environment is responsible for strengthening monitoring, propaganda, and dissemination of methods and techniques for preventing and combating severe cold, frost, hail, drought, etc., to ensure people's health and minimize damage to agricultural production; operating irrigation works rationally and effectively to ensure water resources for production, business, and people's lives. It will closely coordinate with the People's Committees of communes and wards in implementing the 2025-2026 Winter-Spring crop production plan and disease prevention and control; proactively prepare supplies, equipment, seedlings, and livestock to ensure stable production; strengthen forest protection, prevention, and firefighting; closely inspect and monitor illegal logging, hunting, and trading of rare and endangered wild animals; and strengthen quality management and food safety for agricultural, forestry, and aquatic products. Implement strict control measures on the supply, trade, and transportation of livestock, poultry, and related products, especially at border gates, trails, and open areas in border regions.

The Department of Health is in charge of directing and strengthening the prevention and control of infectious diseases, especially those with a high risk of outbreaks during the winter-spring season, Tet (Lunar New Year), and early year festivals; proactively strengthening surveillance at border gates, in the community, and in medical facilities to detect early, respond promptly, and thoroughly handle infectious diseases, preventing outbreaks and spread, and preparing contingency plans for potential disease outbreaks. Medical facilities are to maintain 24/7 readiness, prepare sufficient personnel, medicines, equipment, supplies, chemicals, and medical biological products for treatment, and effectively carry out medical examinations, treatment, and healthcare for the people before, during, and after Tet and early year festivals; ensure food safety; and strengthen inspections and checks on compliance with food safety regulations before, during, and after Tet.

The Department of Construction will take the lead in strengthening the regulation and strict management of transportation activities to serve the travel needs of people during the Lunar New Year; intensify inspections of the implementation of fare declarations and price listings for transportation and bus tickets according to regulations; organize the smooth transportation of goods before, during, and after the Tet holiday, especially in remote areas, ethnic minority areas, and border regions; strengthen the direction and inspection of the quality and technical safety of vehicles participating in traffic and commercial transport vehicles; prevent the transportation of dangerous goods, illegal goods, livestock, and poultry. Implement comprehensive solutions to reduce traffic accidents and congestion; ensure security and order at transportation hubs; strictly handle violations, prevent commercial transport drivers from violating regulations on alcohol and drug use, and be prepared for rescue and relief work; develop a plan to promptly repair and restore roads with damaged surfaces or damage caused by natural disasters. Providing all essential urban infrastructure services to ensure convenience and avoid disrupting people's lives, especially during the Lunar New Year holiday.

The provincial armed forces maintain strict duty rosters, are ready for combat, and are strengthening national defense and security, ensuring political security, social order and safety, and cybersecurity. They proactively prevent, detect early, and effectively handle complex situations, avoiding passivity and surprise in all circumstances; firmly protecting the sovereignty and security of the province's maritime border areas. They are directing the implementation of a high-intensity campaign to attack, combat, and strictly handle all types of crimes, violations of the law, and social evils; deploying permanent forces to ensure absolute safety for key targets, important projects, and political, diplomatic, cultural, and social events taking place in the province. They are also strengthening guidance, patrols, and controls to ensure traffic safety and order; and preventing and combating fires and explosions. Strictly enforce regulations on the management and use of fireworks, preventing the illegal production, trading, and use of fireworks that could jeopardize security and safety during the Tet holiday.

The Department of Culture, Sports and Tourism will take the lead in strengthening the dissemination of information about activities celebrating the Lunar New Year, the country's renewal, and the glorious Party. It will promote the preservation and development of fine, distinctive traditional cultural values; organize unique art programs that are in line with cultural traditions and customs, serving the people to celebrate Tet (Lunar New Year) in a joyful, safe, economical, and effective manner. It will proactively guide information and lead public opinion positively; combat and refute false and distorted information and viewpoints; and thwart all subversive and divisive schemes of hostile forces.

Strengthen state management of tourism; establish and publicize hotline information to receive and assist tourists; direct and guide localities and tourism service businesses to develop plans and proactively prepare the necessary conditions to serve tourists and improve service quality, ensuring the safety of tourists; strengthen inspection and supervision of festivals, sports and physical activities during the Lunar New Year to ensure they are joyful, healthy, economical, and in accordance with local customs, traditions, and actual circumstances.

The Department of Internal Affairs is responsible for ensuring timely and complete care and provision of benefits and policies for those who have rendered meritorious services to the revolution and social welfare beneficiaries during the Lunar New Year; strengthening cashless payment of social security allowances for those with bank accounts, ensuring accurate, quick, and convenient payment; implementing activities to care for the spiritual and material well-being of the people, especially those in difficult circumstances; guiding and urging the implementation of policies related to the legitimate rights of workers, ensuring that workers receive full salaries and bonuses; and directing units to fully implement social insurance and unemployment insurance policies and regulations.

The directive also assigns specific tasks to other departments and agencies in the fields of finance and banking, science and technology, education and training, ethnic and religious affairs, justice, foreign affairs, provincial inspection, the Provincial People's Committee Office, the Electricity Company, and media agencies, to ensure that Lunar New Year celebrations and festivals are conducted in a healthy, civilized, economical manner and in accordance with the law.

For the People's Committees of communes and wards, the Chairman of the Provincial People's Committee requests attention to, support, and care for the material and spiritual lives of all strata of the people; to strictly inspect and supervise, ensuring food safety, environmental hygiene, and disease prevention and control; to pay attention to urban beautification, streets, village roads, alleys, and residential areas to ensure they are bright, green, clean, and beautiful; to strengthen control and ensure traffic safety, security, and social safety; and to disseminate information and raise people's awareness of voluntarily complying with and adhering to the law. The heads of agencies, units, and organizations will be held responsible if violations of the law occur in their areas of responsibility.

Preparing the conditions for the people to celebrate the Lunar New Year of the Horse in 2026 in a joyful, safe, and healthy manner demonstrates the profound concern of the Party, the State, and Lai Chau Province for the material and spiritual lives of the people, placing the people at the center of all policies, "leaving no one behind, ensuring no one is without a New Year celebration," and at the same time, creating an atmosphere of enthusiasm and motivation to successfully achieve the development goals in 2026 and the Resolution of the 15th Congress of the Provincial Party Committee, and the Resolution of the 14th National Congress of the Party.
