On December 1, Lam Dong Provincial Inspectorate concluded that the sea encroachment project at the new La Gi residential-commercial-service area (Phuoc Hoi ward) is facing difficulties, obstacles, slow progress, prolonged backlog, and the risk of loss and waste.
According to the conclusion, in phase 1, Vi Nam Construction-Trade and Service Limited Company (investor) has carried out the relevant procedures regarding investment, land, and basic construction of technical infrastructure items. However, Vi Nam Company has allowed the re -encroachment of land within the project area.
Phase 2 of the project with an area of 25.42 hectares has not yet determined the type of land (land or land with coastal water surface) to carry out land allocation and land lease; the tasks of the Sub-zone Planning (scale 1/2000) and the Detailed Planning (scale 1/500) have not been approved, the responsibility belongs to Vi Nam Company, Department of Agriculture and Environment, People's Committee of Phuoc Hoi Ward.

Vi Nam Company signed contracts that were not in accordance with the provisions of Clause 2, Article 55 of the Law on Real Estate Business 2014; it has not fulfilled its financial obligations regarding the transfer of capital contributions of members. The Provincial Tax Department is slow in monitoring and determining tax obligations.
Therefore, the Provincial Inspectorate recommends that the Chairman of the Provincial People's Committee direct the Department of Agriculture and Environment to coordinate with the Department of Finance, relevant departments, branches, localities and Vi Nam Company to review and clearly identify the land type according to the provisions of the 2024 Land Law for phase 2 - expansion of the project to unify and advise the Provincial People's Committee to decide on land allocation and land lease in accordance with the provisions of law.
In addition, Vi Nam Company continues to coordinate with the People's Court of Region 15, Lam Dong Province in providing documents and evidence related to the settlement of the land dispute case between the company and 12 individuals.
In addition, Vi Nam Company sent a document to the People's Committee of Lam Dong province, the Management Board of Construction Investment Project No. 2 requesting to update the land area of phase 2 - expansion into the Zoning Planning Project (scale 1/2000) to have a basis for implementing the next procedures. After the Zoning Planning Project (scale 1/2000) is approved, the Company is responsible for establishing the planning task and making detailed planning.
